The rule is that in order to acquire the right to a pension, you need to reach the appropriate age and get the service required in the regulations. The required minimum seniority is 20 years for women and 25 years for men. The universal retirement age is 60 years old, and for men 65 years. At the same time, the regulations regulates a number of possibilities when insured people can exercise their special rights. They are called an earlier or bridging pension. This exception to the rule applies only to specific professional groups.
In addition to earlier pension, there is still a possibility of retirement, even despite the lack of any seniority and even if you have never paid contributions.

Retirement without years of work – “Mama 4+”
Since 2019, mothers and fathers have the opportunity to apply for. It is paid from the state budget and is entitled to people who raised at least four children, have reached retirement age and do not have the necessary means of subsistence. The amount of the benefit granted depends on the applicant’s situation:

From March this year, the minimum pension is PLN 1878.91 gross (PLN 1709.81 net). This is of course the amount subject to valorization.
The complementary benefit “Mama 4+” deserves people who did not work, but they devoted themselves to the upbringing of four or more children, and reached retirement age. Whether they were born or not, it doesn’t matter. This pension without years of work applies to their own children, spouse’s children, adopted or accepted for upbringing as part of a foster family.
Although the benefit is called “Mama 4+”, it does not apply only to women. Those fathers who raised numerous offspring after the death of their mother (legal guardian) or after she abandoned them or did not take care of them for a long time. On the principle of exception, the pension is granted by the President of the Social Insurance Institution. This is possible in a situation where, due to the special circumstances, the fulfillment of standard requirements entitling to pension is not possible. It is primarily about the circumstances related to age or life situation.
In such a case, in order for the procedure to grant a pension exceptionally, it is first necessary to submit an application for a pension in a standard mode and obtain a negative decision from ZUS. Only this opens the way to submitting an application to the President of ZUS for a pension on the principle of exception. A person who has reached retirement age (60 years for women and 65 for men) should submit an application to the president of the Social Insurance Institution.
The President of ZUS may comply with the application by issuing a positive opinion on granting a pension without a job on an exceptional basis. The benefit will be paid in the amount of the minimum pension. This conclusion must be properly justified, and the President of ZUS may pension or refuse to grant it, because he resolves a discretionary case-or considers that exceptionally an exceptionally pension should be granted or that it should not.

Appeal procedures in the pension system
Appeal procedures are an important element of the protection of the rights of the recipients.
