One of the closest friends (PL) since 1973, the general has disappeared from Brasilia.
Isolated in Resende (RJ) and distant from military circles, the former minister decided to submerge to stay away from the siege of the former president and members of those involved in.
Ramos is the only military minister of the Planalto Palace in the last years of the Bolsonaro government who has gotten rid of the case in the (Federal Supreme Court).

In the Bolsonaro government, Ramos was minister of the Secretariat of Government from 2019 to March 2021. From there, he went to the Civil House, where he stayed until July of the same year, to become minister of the General Secretariat of the Presidency of the Republic.

Two days after defeat at the polls, Ramos received a work proposal. The National Union of Defense Materials Industries wanted to hire him as a consultant. The military reported the invitation to the Presidency’s Public Ethics Committee to ask for permission for the new job.
“Certainly, there will be conflict of interest, as industries and companies interested aim to take advantage of my vast experience acquired, within the Federal Government, in areas linked to bureaucracy, digitization and public management, all closely linked to the state’s modernization process, under my responsibility,” Ramos told the commission.
The presidency determined that the General complied with a six -month quarantine in the face of the conflict of interest, with the counterpart to receive the minister’s salary for the same period.
Ramos met Bolsonaro in 1973, when both entered the army cadet preparatory school. They formed together at Aman in 1977.

An emblematic case of the friendship relationship took place on August 15, 1992. Bolsonaro went to Aman to attend the cadet graduation ceremony, but it was over. Tinoco did not need to use the strength. The then Major Ramos was at Aman and was responsible for talking to Bolsonaro. The deputy eventually agreed to leave the scene – but imposed, as a condition, that the car was squealed with him on top.
Years later, in 2018, when Bolsonaro first ran for presidency, Ramos gave a speech in favor of the candidate-friend at an event at the Southeast Military Command. A recording of the general’s statements was revealed by the site.
The general used the space to campaign for Bolsonaro: “We, military, […] We have a very strong ability to influence other people. Because we are honored, we have credibility. The Armed Forces institution has more than 80% [de credibilidade]. So I’ve done this test: it arrives at a newspaper you already know and express your vote. “
Ramos was called by Bolsonaro to take over the Government Secretariat in June 2019. The then president had fired days before General Santos Cruz. Even in the Army active, head of the Southeast Military Command, Ramos warned the barracks that he would take over the new mission.
The choice for branches was calculated. He had been a parliamentary advisor to the Army before becoming a general and was considered experienced in political articulation for leading the strength of the United Nations mission for the stabilization of Haiti in 2011.
When Bolsonaro decided, in 2020, to approach the parties that make up the centrão in the House of Representatives, it was up to Ramos to open spaces on the Esplanade for indications of the new government allies.
Then the crisis opened: ministers began to accuse branches of offering their positions in exchange for political support. The head of the tourism portfolio, Marcelo Álvaro Antônio, exposed dissatisfaction in the WhatsApp group of the first level of the government.
“Minister Ramos, honestly I don’t know where Mr. was in 2016, 2017, 2018… but I, with Minister Onyx and other government members, was already in the Chamber of Deputies articulating in favor of the then president of President JB,” wrote Marcelo Álvaro in a message on December 8, 2020.
Faced with the impasse, Bolsonaro decided to dismiss the Minister of Tourism and kept branches in government. Months later, he took the general to the head of the Civil House-a cargo he occupied for a short time, to give way to Ciro Nogueira (PP), until he was relocated to the General Secretariat of the Presidency.
