Government creates national register of stolen and stolen cell phones

System of the Ministry of Justice and Public Security will unify data and support the recovery of appliances across the country

The (Ministry of Justice and Public Security) created this Monday (14.Jul.2025) the CNCR (National Register of Restricted Cell Phones), a system that will gather information on stolen, stolen or lost apparatus in Brazil.

The measure was made official by ordinance published in the Federal Official Gazette. Here is the document (PDF – 114 KB).

The registration will integrate data from the Seguro Cell Project, the Prevented Mobile Station Register and the National Occurrence Bullet Base, creating a unified platform with consolidated information.

The goal is to assist public safety agencies in recovering devices and offer more security to consumers by purchasing a new device.

The MJSP Executive Secretariat will be responsible for planning, coordinating and supervising CNCR. The system will be accessed through the safe cell project.

Already the National Secretariat of Public Security will act with the states and the Federal District to improve the records of theft and theft of cell phones.

The Ordinance informs that CNCR does not replace the occurrence bulletins or the bases of telephone operators. The system also does not guarantee legal certainty for consumers, functioning only as a means of access to consolidated information on restrictions.
