The number of information requirements, the so -called RICs, presented by parliamentarians exploded by 2025, reaching 4,075. In just one semester, this number practically equal to the 4,698 that were filed throughout the previous year.
These requests are directed to ministers or ministries to seek information about act or fact in the area of competence of the portfolio. Refusal or non-service within 30 days and the provision of false data is a crime of responsibility.
Most of the requests were submitted by the opposition to the government of Luiz Inácio da Silva (PT), especially (1,049 this year) and (2,223). Petista base parliamentarians complain that the goal is to disrupt the work of ministries, and, under reserve, suspect the use of artificial intelligence to produce this volume of documents.
“Opposition has no proposals and tries to paralyze the public machine with this finger of requirements,” says PT leader, Lindbergh Farias (RJ).
The increase in 2025 is driven largely by a single deputy (Republicans-AM), which concentrates the overwhelming majority of requests from its acronym.
Alone, he was responsible for 2,160 rics in 2025, which gives an average of more than 13 per day, considering that the year of the legislature began in February.
No other parliamentarian has submitted more than 300 information requirements this year so far.
A huge part of Silas Chamber’s requests is almost identical. For example, he filed dozens of requests for the Ministry of Agrarian Development to answer questions about the Food Acquisition Program (PAA).
In this case, he wants to know about the performance of Conab (National Supply Company) in Espírito Santo, and the difference between the protocols is only the city object of the application.

The number of rics presented has been growing at least since 2022, when 737 were filed. In 2023, 3,251 were filed, while the following year the total was 4,698. In the first half of this year, the requirements have already exceeded the 4,000 mark.
Considering all this period, the Jair Bolsonaro PL is the party that has protocoling the most requirements, with 3,316. Of these, more than 1,000 were this year.
“Request for information is a prerogative of the parliamentarian and parliament. In the same wake, it is the obligation of the State and the public manager to present such information required, at risk of crime of administrative misconduct,” the party said through its press office.
Republicans next, with 3,236 in total. In 2025, there were 2,223 –97% authored by Silas Câmara.
Sought, the party also reaffirmed that this mechanism is a parliamentary prerogative and that all documents pass through the chamber’s board of directors.
“It is through RICS that parliamentarians can receive information from various federative entities on topics of interest to society, initiatives and government programs and also obtain information to oversee properly. Given the omission of the bodies to respond, deputies may again request the information,” the party said.
No other acronym presented more than 200 rics this year.
