Lula decree allows you to retaliate Trump’s tariff

Government regulated the reciprocity law and created an interministerial committee to adopt unilateral actions of other countries that harm Brazil

The Brazilian government regulated the reciprocity law with the publication of decree in the DOU (Official Gazette of the Union) This Thursday (15.Jul.2025). The measure allows Brazil to adopt contracted in response to unilateral actions of other countries that undermine national competitiveness. Read (PDF – 131kb)

It occurs while the country faces the decision of the president of the United States, Donald Trump (Republican Party), to impose 50% tariff on Brazilian products from August 1.

The decree creates the Interministerial Committee on Economic and Commercial Trading and Countermends, linked to the MDIC (Ministry of Development, Industry, Commerce and Services). The agency will be chaired by the Minister of MDIC and Vice President (PSB-SP), and will include representatives of the Civil House, Farm and Foreign Affairs.

Regulation allows Brazil to suspend “Commercial concessions, investments and obligations regarding intellectual property rights in response to unilateral actions of countries or economic blocs that negatively affect international competitiveness.”.

The Minister of the Civil House, (PT-BA), explained that the text does not mention any specific country. “The law authorizes the executive to adopt protection measures of the country when extemporaneous and extraordinary measures are unilaterally adopted by other countries against Brazil. And therefore, reciprocity name can respond quickly if another country makes similar measures to this one announced by the United States. So the decree does not speak of country, no,” no.he declared.

In response to the American measure, Alckmin announced on Monday (14.Jul.2025) meetings with private sector representatives this 3rd.

“The first task is to talk to the private sector. We have separated into 2 blocks. A block, the meeting will be with the industry at 10am. We are calling industry representatives who have the most business relationship with the United States.”he said.

The 1st Meeting will bring together representatives of sectors such as aircraft, steel, aluminum, pulp, machines, shoes, furniture and auto parts. In the afternoon, at 2 pm, it will be the turn of agribusiness exporters, including orange juice, meat, fruits, honey, leather and fish.

The Brazilian government also plans to dialogue with US companies installed in Brazil. “American companies will also be hit. So let’s talk to them and the Brazil-Eua Trade entities”said the vice president.

Alckmin reported that Brazil did not request extension of the period for the 50%rate. “The government did not ask for any extension of the deadline and made no proposal about the tax rate”he declared.

The vice president mentioned that Brazil sent a proposal to the US government approximately two months ago, but received no response. The content of this proposal was not disclosed.

For ordinary countermeasures, the process will include public consultation of up to 30 days, with final decision of the Camex Strategic Council.
