Amid the commercial crisis caused by the announcement of US President Donald Trump, most Brazilians believe that the Lula government will be able to reach an agreement with the United States to reverse the measure.
According to the new atlasintel/Bloomberg survey, released on Tuesday (15), 47.9% of respondents trust that Brazil will be able to negotiate a solution, while 38.8% do not believe in the government’s capacity for articulation. Another 13.3% could not answer.
The research reveals an important change in supporting retaliation against the US. Today, 51.2% of Brazilians argue that the country react with trade retaliation measures, while 40.9% are opposed. The scenario was reversed since April, when Trump announced a 10% and 48.5% surcharge were against retaliation.

Among those who defend the Brazilian response, 51.2% believe that the government should raise tariffs on US products. Another 28.6% advocate the reinforcement of US rivals, such as China.
The perception of the economic impact of tariffs is also mostly negative:

• 48,6%, alto
• 30.8%, low
• 2.4%, none
• 3.2% did not know how to give their opinion

Most also fear increase in inflation: 70% say Trump’s tariff policy can raise prices in Brazil, while only 6% predict falling and 18% do not expect impact.

In reaction, the Lula government mobilized an emergency committee with representatives of industry and agribusiness, as well as regulating the reciprocity law, which authorizes the imposition of tariffs against countries that harm Brazil.

The atlasintel survey was conducted July 11 and 13, 2025, in partnership with Bloomberg. 2,841 people were heard in the 26 states and the Federal District, through an online questionnaire. The margin of error is 2 percentage points, with a confidence interval of 95%.
