Deputy Pedro Paulo (PSD-RJ), rapporteur of the working group of the, presented to the mayor, Hugo Motta (Republicans-PB), the report with the main proposals of the project. According to the newspaper, the text of the reform was divided into three parts: a proposal of constitutional amendment, a complementary bill and one of ordinary law, totaling 66 measures. Among them is the individual performance evaluation with bonus, in addition to the creation of a national register for temporary hiring, which aims to modernize public management and expand digital transformation in the sector.

Pedro Paulo pointed out that the proposal will still be discussed with party leaders and the executive branch to seek consensus before the official protocol, scheduled for August. He also intends to dialogue with the Senate to facilitate the processing of reform after approval in the House. The project is expected to advance the resumption of legislative work.
According to The globeSome controversial themes, such as the revision of the supersalaries and military pensions, were left out of the report, as they still demand agreements between the powers and leaders. Pedro Paulo said that the reform will not move the stability of the servers and will not include fiscal adjustment measures, focusing mainly on improving public management and governance.
