“Don't call attention”: neighboring city applies tight rules to tourists with zero tolerance and heavy fines

A city next door is implementing a set of new rules for tourists during the summer months. The initiative arises in response to the increase of disrespectful and uncomfortable behaviors in historical and residential areas, which have caused discomfort between the local population. The campaign aims to promote a more balanced coexistence between those who visit and who lives there.

According to the observer, the authorities launched a campaign with the motto “improve their stay”, visible in billboards, buses and social networks. Among the most outstanding messages is the phrase “No Llames La Atânción”, translated as “does not draw attention”, which summarizes the appeal to respect for the city’s norms and public spaces.

Ten guidelines for visiting

According to the same source, this campaign presents ten guidelines directed to those who visit the city. Authorities ask tourists to avoid screaming in residential areas, listening to high music on the street, making noise at night, circulating with the naked trunk outside the beaches and using public bathrooms, avoiding unsuccessful behaviors in urban space.

Among the measures is also the prohibition of circulating with troties and bicycles in pedestrian zones. The objective is to reduce accidents and protect the areas of exclusive circulation of pedestrians, where traffic has increased worryingly with the mass arrival of tourists.

Residents have expressed displeasure with constant noise, the accumulation of waste, makeshift parties and other behaviors that alter the usual tranquility of various neighborhoods of the city. In the last summers, the complaints intensified and the municipality has decided to act.

Fines up to 750 euros

Also according to the observer, these new rules are accompanied by a reinforcement in the value of the fines applied to those who do not comply them. Situations such as urinating on the street, throwing trash to the ground, drunk in public or excessive noise can result in fines that reach 750 euros.

Local authorities have also increased the number of agents on the ground, especially in areas of greater tourist movement. The aim is to ensure that the new standards are fulfilled and that the city remains functional and safe for those who live there.

The growth of mass tourism has been one of the main factors behind these measures. The arrival of millions of visitors per year changed the city’s daily life, leading to the reinforcement of control and regulation policies.

We recommend:

Increasing tension with the population

In the summer of 2024 stickers emerged with messages like “this was my home”, glued to various facades and doors of the city. These symbolic protests intend to denounce the impact of tourism on the lives of residents, especially in access to housing and increased cost of living.

In early 2025, demonstrations were multiplied with requests to limit cruise ships, more rigorously regulating short housing and promoting a tourist model that takes into account the interests of the resident population.

The city has followed the example of other locations in Spain, which face similar pressures. Tourism is seen as an economic pillar, but also as a threat to urban balance if not properly regulated.

New policies in other Spanish regions

In Catalonia, the Supreme Court confirmed the removal of 66,000 illegal advertisements for tour lodging on platforms such as Airbnb. In the Balear Islands, according to,, a new regulation for boat parties and for alcohol consumption in public was implemented.

In Barcelona, the municipality announced the gradual end of tourist apartments until 2028, in an attempt to recover thousands of housing for traditional lease. These decisions arise in response to the growing social malaise provoked by unbridled tourism.

Despite these changes, the message of the Spanish authorities remains clear: tourism is welcome, but with rules. The aim is to ensure that those who visit respect the public space, residents and local standards.

The campaign launched in this city here reinforces this message, appealing to civility and containment. With phrases such as “does not draw attention”, it is intended to remind tourists that the travel experience should not compromise the lives of those who live there.
