The Minister of Environment and Climate Change, Marina Silva, used social networks to criticize the approval of the bill that changes the rules for the issuance of environmental licensing in the country.
The proposal was approved by the House of Representatives at dawn on Thursday (17),. Now, the text goes to the sanction of President Luiz Inacio Lula da Silva (PT).
“Unfortunately, PL No. 2,159/2021, which Free death one of the main instruments of environmental protection From the country, which is the environmental licensing, was approved in the House of Representatives in the early hours of Thursday, the 17th, the day of protection of forests, “the minister wrote in an Instagram publication.
In Marina’s assessment, the approved text “flexes the end of environmental licensing procedures and weakens the entire legal framework that supports socio -environmental protection, without bringing gain of efficiency or agility.”
The minister also cited “structural setbacks” and “legal uncertainty”, pointing out that the matter can be questioned in court by “sectors of society”.
The substitute approved by the deputies incorporates 29 Senate amendments. The project establishes general rules for environmental licensing throughout the national territory and creates new types of licenses, such as Special Environmental License (LAE), which can be granted even in cases of enterprises with significant potential for environmental degradation.
“Society must remain mobilized and the government will continue to work because we need to consolidate a legal framework for environmental licensing that is up to our immense natural riches, the Brazilian legal tradition, both in defense of the environment and in security and predictability for the enterprises to be licensed, and aligned with the principles of sustainability and environmental protection,” Marina added.
