The Federal Government published on Thursday (17.Jul.2025) NO (Official Gazette of the Union) The text you veto. It is a defeat imposed on Congress, which approved the text in both houses. The measure would be valid already in the 2026 elections. Here is a (PDF – 162 KB) of the veto.
The project arrived at the president’s table (PT) on Wednesday (16.Jul), already with the opinions of ministries such as SRI (Secretariat of Institutional Relations), Finance, Planning and Justice.
Lula justified the veto as follows:
“The legislative proposal proves unconstitutional and contradicts the public interest, for violation of the provisions of Article 167, § 7, of the Constitution, in Article 113 of the Transitional Constitutional Provisions Act, Article 17, § 2, of Complementary Law No. 101, of May 4, 2000-Fiscal Responsibility Law, Article 129, § 1, and Article 132 of December 15.080 2024 – Budgetary Guidelines Law of 2025.
“By providing for the increase in the number of parliamentarians, the measure entails compulsory expense, without a complete estimate of budgetary impact, budgetary source and compensation measures, burdening not only the Union, but also federative entities (Federal Constitution, art. 27, caput). In addition, Article 6, sole paragraph, of the complementary bill is in dissonance with Art. 131, IV, of the 2025 Budgetary Guidelines Law, as it provides for the possibility of monetary update of public expense. ”
Congress defeat

The veto occurs in a context of deterioration of the relationship between the executive and the legislature.
This was the 2nd strong defeat for Congress in 1 day. On Wednesday (16.Jul), the Supreme Federal Court (STF), in resuming the ruling decree that increased the IOF (Financial Operations Tax) that had been overturned by the congressmen.
A presidential veto is not definitive. It will be analyzed by Congress, which can decide on maintenance or to overthrow. The deputies and senators enter the legislative recess by the end of this week. That is, a veto of Lula in this matter will only be analyzed in August.
