The new script for citizenship and development discipline is already in public consultation. It has less attention to topics such as sexuality or animal welfare and more financial literacy or entrepreneurship.
The new National Strategy for Citizenship Education (Enec) was made public this Monday and aims to replace the previous 2017. It has a script-which did not exist in the previous version-of the essential learnings for the discipline of Citizenship and Development.

This measure fulfills an electoral promise of the government and responds to criticisms made by the most conservative sectors that the discipline of citizenship and development was too focused on themes that classify as gender ideology.
“As a space for individual and collective development, the school is a privileged place to build a culture of active, democratic and responsible citizenship, shared by all, promoting social cohesion,” can be read in Enec’s text in public consultation until 1 August.
Various Feature Levels
In compulsory and transversal topics, the government’s proposal highlights human rights, democracy and political institutions, sustainable development and now financial literacy and entrepreneurship.
Num Second high level is health, risk and road safety, pluralism and cultural diversity and the media.
In an analysis of the government proposal and the strategy in force, it is concluded that the attention given to sexuality or sexual orientation ceases to exist and is only treated in the context of human rights violations.
Only in the essential learning script for the third cycle and in the Human Rights Chapter does students call “analyze historical and current cases of human rights violations (including, among others, human trafficking, sexual abuse, gender violence, as well as violence against people with sexual orientation and non -normative genre and expression)”.
And also, only between 7th and 9th grade is that the program provides for “discussing (des) gender equalityin contexts such as education, work and the exercise of political positions. ”
No case two animal abusewhich is highlighted in the current program, the government proposal provides that it is one of the topics to be addressed in the chapter of sustainable development, for students of 2nd cycle, leading them to “reflect on situations in which human action can compromise animal welfare”.
O living with other cultures remains one of the relevant pointswith the current proposal include the term cultural diversity rather than the interculturality that appears in the current program.
In the proposal, the government argues that the students of the first cycle be taught to express openness and curiosity to know the other and “participate in initiatives to celebrate and appreciate their culture, as well as other cultures, in the context of the constitutional values of Portuguese society”, among other subjects.
The students of the second and third cycle is asked to value “cultural diversity in the school context”, discuss “the relevance of the protection of minorities and their cultures”, recognize the “challenges that migrant people experience in the reception society”.
What is appealed to the secondary?
Only in the secondary will students be called to “critically reflect on cultural consequences of current globalization processes (homogenization vs. differentiation and fragmentation)”, “to analyze different forms of discriminationsuch as racism, xenophobia, anti -ciganism, islamophobia, anti -Semitism, misogyny ”and“ debating the role of intercultural dialogue and pluralism in the cohesion of culturally diverse societies ”.
One of the news of the proposal is the financial literacy and the theme of entrepreneurshipwith younger students to be called to “understand the importance of savings and their goals” or “differentiate between contracting loans (with family, friends or banks) and grant loans”.
Students older people will elaborate personal budgets, family members and “one Entrepreneurial Projecttaking into account the strategic partnerships and the necessary resources ”, as well as“ validate innovative ideas that can generate value ”.
The theme of the ‘media’ also has some prominence in the proposal in public discussion, seeking to “encourage children and young people to interpret information and use the media, namely in the access and use of information and communication technologies, aiming at the adoption of adequate attitudes and behaviors for a critical and secure use of digital technologies, information and content generated by artificial intelligence”.
To the elders, they are proposed to “transform and improve the online environment and well-being in relationship with digitalas a form of online risk prevention (dependence, cyberbullying, hatred speech, polarization, trolling, sexting, sexorsion…) ”.
