ANEEL approves exclusive auction announcement for hydroelectricians

Bid for August 22 will hire power from up to 50 MW, starting in 2030

The (National Electric Energy Agency) approved this Thursday (22.Jul.2025) the New Energy Auction Notice A-5, aimed exclusively at hiring energy from hydroelectric dams. The dispute will be held on August 22 and foresees the beginning of the supply on January 1, 2030. Here is the decision (PDF – 1 MB).

Hydroelectric power plants, SHPs (small hydroelectric plants) and CGHs (hydroelectric generating plants) with installed power of up to 50 MW (megawatts) can participate in the In all, 241 projects were registered with EPE (Energy Research Company), totaling 2,999 MW, a record for the source.

The notice states that contracts will last 20 years, in the modality by quantity. The teto prices were set by the MME (Ministry of Mines and Energy):

  • R $ 411/MWh for projects without granting or with grant, but without contract;
  • R $ 221.55/MWh for contracts with contract; and
  • R $ 316.50/MWh for SHPs and CGHs with contract.

Eletrobras

The auction was initially foreseen to comply with an Eletrobras Capitalization Law device, which provided for 50% of distributors’ demand to hiring plants of up to 50 MW.

This stretch was revoked by, but the new standard set another goal: hire 3 GW of energy from these sources by 2026 through capacity reserve events.

Despite the revocation, the MME confirmed the continuity of the event and published ordinance to readjust its guidelines and systematic. Aneel continued with the process, based on technical and legal opinions that confirmed the legality of the notice under the new normative basis.
