Triggered on April 23, the Operation without discountas well PF (Federal Police) and from CGU (Comptroller General of the Union)has had five phases to fulfill search and seizure warrants, unlocking assets of the investigated and imprisonment for fraud in the INSS (National Institute of Social Security).

Since April, the PF has arrested eight people. There were six in the first phase in Ceará. On the day of prisons ,.

In all ,.

There were also orders of kidnapping of goods in the amount of more than $ 1 billion.

The six prisoners of the first phase are entrepreneurs, according to the CNN. The targets are the legal representatives of the associations that were described by the CGU that had agreements with the INSS.

On June 17, after three stages without arrests, the PF launched the fifth phase of the operation and arrested two other investigated preventively (when the investigated responds to the arrested process).

These two prisoners were in Sergipe and are also entrepreneurs linked to the target entities of the investigation. It was also determined the kidnapping of five properties linked to the investigated, valued at approximately R $ 12 million.

Investigators heard by the report explain that the stages without arrests served to survey evidence to reach the authorship of crimes, in theory, and more prisons in the latest phase.

In the meantime, expertise were held on cell phones, external hard drives and documents seized in the associations. This work helped identify the role of each person in the scheme pointed out by the PF.

The delegates also point out that much of the seized material is still under analysis, which will lead to other phases of the operation, according to them.

In addition to entrepreneurs, the INSS determines the participation of servers. There is no prison of civil servants yet – only departures from positions – but there are processes in progress to punish the identified.

The internal investigation of the agency and CGU already points out that servers with access registered “in lots” data from retired and pensioners without authorization to make discounts performed.

After this discovery, there was a decrease in the number of servers with access to these passwords in the INSS. More than 3,000 passwords of servers that had access to the data were canceled, by order of the mayor, Gilberto Waller Junior. .

The high number of servers that had access, according to the INSS, may explain the leakage of information for unions and financial institutions.

The authorities’ estimate is that about R $ 6.3 billion was stolen in five years.
