“By imposing the holding of punctual initiatives, many of them already in evaluation or execution by the executive, the devices end up limiting the autonomy of the administration in the definition and the adjustment of public policies according to real priorities and the availability of resources,” he continued.

The mayor also stated in the letter that the 127 new shares do not have ‘any financial sizing’, thus compromising budget viability and fiscal planning for 2026.
