During your participation in Expert XP 2025the governor of Pará, Helder Barbalho (MDB), said that the current geopolitical scenario, marked by measures such as the tariffs imposed by the United States to Brazil, requires extra attention – especially in the face of the proximity of the Brazilian electoral calendar.
“I think, at this moment, Brazil is experiencing a sensitivity of global geopolitics that needs to be naturally observed with due attention, understanding mainly that these movements directly impact the 2026 electoral scenario,” said the governor. “Any projection for 2026 that does not take into account the sensitivity of the current moment […] represents a very delicate factor. ”
Exhibition of Exports of Pará
Helder Barbalho pointed out that the direct economic impacts of US tariffs are limited to Pará. According to him, only 3.6% of the state economy is linked to exports to the United States, compared to 19% in the state of São Paulo, for example.

“Of these 3.6%, about 60% are related to mining, aluminum and iron activities,” he explained. “We are talking to these two sectors very carefully to minimize impacts. We have created a working group with all affected sectors.”
The governor also expressed concern about possible indirect effects: “Care must be taken and dialogue regarding imports, to avoid greater tensioning that could generate repercussions on the use of Brazilians and the cost of commercial operations.”
COP30 at a rapid rhythm
Regarding preparations for COP30, which will be held in November in Belém, Helder has assured that the works are within the schedule and already have positive impacts on the local economy.

“All works are as planned. Some have already been delivered, which has generated many jobs in construction,” he said. “Only in construction, we are talking about 5,000 direct jobs.”
According to him, COP30 must consolidate Pará as a global reference in green economy. “We are talking about a mobilization around a new economy, with tourism, bioeconomics and opportunities that reach the state from this position.”
The governor also said that the city will be prepared to receive the more than 50 thousand expected visitors. The hosting structure includes cruise ships and a platform launched by the federal government to facilitate access to beds.

“All 196 delegations with the United Nations will have their beds guaranteed. We will have all the negotiators present at COP, ensuring the plurality of the debates,” he said.
Helder argued that Brazil enjoy COP30 to reaffirm its climate protagonism. “We have a country that uses over 85% renewable energy. We must show the reconciliation between water, wind and solar energy.”
The governor also commented on the creation of in partnership with CNA, Embrapa and the Ministry of Agriculture. “In this space, we will value the good practices of agriculture and sustainable livestock throughout Brazil,” he concluded.
