Moraes prohibits camps of PL deputies in the Praça dos Três Powers

The minister do signed an order on Friday night (25) determining that the police force was used to remove Bolsonaro supporters camped in the Três Powers Square, near the court building. In response to the Attorney General’s Office, Moraes authorized the arrest of parliamentarians, if they did not accept to leave the place. Federal District Governor Ibaneis Rocha was summoned by Moraes to take action. In the decision, Moraes speaks of deputies would be “participating in possible criminal practice”. After the order, the STF minister signed a complement to the decision prohibiting the installation of new camps within 1 kilometer radius of the Three Powers Square, the Ministries Esplanade and even the Armed Forces barracks. Moraes justified that he adopted the measure to avoid a new January 8

“To ensure public safety and avoid new criminal events similar to scammer acts on 8/1/2023, determined the ban on any camp in a 1km ario from the Three Powers Square, Esplanade of Ministries and, of course, in front of the Armed Forces barracks,” said Moraes. The “camp” of the deputies began on Friday afternoon, when Deputy Hélio Lopes (PL-RJ) went to the scene alone, set up a shaving, put a gall to protest against the legal measures imposed on former President Jair Bolsonaro. He received support from some popular and other Bolsonaro supporters who also went to the square.

The Order of Moraes reached, in addition to Hélio Lopes, Sostenes Cavalcante (PL-AL), Cabo Gilberto Silva (PL-PB), Colonel Chrisóstomo (PL-RO) and Rodrigo da Zaeli (PL-MT). The Governor of the DF personally negotiated the departure of deputies to enforce the order of Moraes. Under risk of arrest, parliamentarians agreed to transfer the tents to another location on the ministries’ terrace, but outside the three powers. When disassembling the tents were warned that there was a new decision by Moraes, blocking camps within 1 kilometer from the square and the terrace.

During the negotiation – made with retired judge Sebastião Coelho, Bolsonaro supporters and STF critic – Ibaneis admitted discomfort with the situation. “I do not agree with the things that are happening, Sebastião,” said the governor. In the first decision, Moraes answered all requests from the prosecutor who had reported risk to security due to the deputies camp.

“I fully I defend the requests for the Attorney General’s Office, in the sense of:

A) Immediate removal and prohibition of access and permanence of federal deputies Helio Lopes, Cavalcante Sostenes, Cabo Gilberto Silva, Colonel Chrisóstomo and Rodrigo da Zaeli, as well as any other individuals in front of the Supreme Court participating in possible criminal practice.

B) arrest in the act based on the practice of resistance or disobedience to the act of public authority, in order to ensure the effectiveness of probabilities and the preservation of public order in the event of resistance of individuals who, even after summon, insist on remaining in the public road in manifestation of opposition to the order.

C) Notify the Federal District Military Police and the Federal Police to immediately comply with the measure, competing especially to the Federal District Military Police the adoption of all necessary measures for the effective removal of these individuals from the site, ”wrote Moraes.

According to the decision, the removal would have to be done immediately. He also added that the Governor of the DF should be summoned from the decision. “Our struggle is for freedom. We have no more time. To be able to speak, freedom to our great Bolsonaro leader, and we want to vote the Amnesty PL. That’s all we want,” said Deputy Colonel Chrisóstomo, after dismantling the tents.

The governor of the Federal District, Ibaneis Rocha, anticipated to Estadão the arrest warrant to the group of deputies supporting Bolsonaro. Rocha warned that she was going to the square to try to negotiate a peaceful exit, but if there was no agreement, she was authorizing the local police to arrest the parliamentarians. “We will try to take peacefully. If they do not leave, they will be arrested,” the governor told Estadão. The square is considered security area. To reinforce the protection of the site, access for vehicles to the Praça dos Três Powers was banned by the Military Police. In the square are the congressional buildings, the STF and the Planalto Palace.

Earlier Federal District Secretary of Public Security, Sandro Avelar, mentioned the risk of a new January 8 to evacuate federal deputies Hélio Lopes (PL-RJ) and Colonel Chrisóstomo (PL-RO) that manifest in the Praça dos Três Powers on Friday. According to Avelar, the idea was that the protesters would go to Praça das Bandeiras, in the Esplanade of Ministries. Already the surroundings of the Supreme Court should be isolated by bars on Friday night, according to the plan.
