Resources will be applied in the structure and maintenance of pharmaceutical services in 428 municipalities in the country
The Ministry of Health released R $ 25.4 million to strengthen the structure of pharmaceutical care in SUS in 428 municipalities in all regions of the country. Investments are formalized by Ordinance MS 7.556, published on July 11, with the list of entities qualified to receive resources in 2025. The measure is part of Qualifa-SUS (National Program for Qualification of Pharmaceutical Assistance).
The transfer establishes more than R $ 15 million for structuring and more than R $ 10 million for maintenance of services. The values will be transferred in a single installment to municipal health funds, which should be applied to improve physical spaces, equipment acquisition and support for maintenance of services, focusing on the qualification of pharmaceutical care in SUS.
“After the suspension of qualifications in the previous government, which since 2019 did not make new transfers to the program, the federal government has resumed the process in 2023. Since then, Qualifa-SUS has included 1,289 municipalities, with a total of $ 79.6 million in investments. The goal is to ensure that pharmaceutical services are structured and prepared to effectively serve SUS users.”highlights the Secretary of Science, Technology and Innovation and the Economic-Industrial Complex of Health, Fernanda de Negri.
For the structuring of public pharmacies, equipment, furniture, computers and items may be purchased to modernize the cold network, such as refrigerators and freezers for the storage of thermal stores. Maintenance resources may be applied in the inventory organization, technical support and improvement of administrative infrastructure – in investment in connectivity, climate control and computerization, for example.
Qualifa-SUS CRITERIA
The qualifications follow criteria established in the public call 4 of 2024, which prioritized municipalities with up to 500 thousand inhabitants and with MHDI (Municipal Human Development Index) classified as low, medium or high, according to the Atlas of Human Development. The expansion of the program reaches 4,369 qualified in the Qualifa-SUS structure axis and the body’s goal is to enable the 5,570 municipalities by 2027.
Since its inception, in 2012, Qualifa-SUS has all been allocated to R $ 655 million to strengthen pharmaceutical services throughout the national territory. The program has among the guidelines to promote conditions favorable to the structuring of pharmaceutical services in SUS to qualify access to medicines and care management.
In addition to the guarantee and expansion of population access to effective, safe, quality drugs and their rational use, Qualifa-SUS has the prospect of contributing to the integrality of care, resolution and monitoring the desired therapeutic results.
