Councilman asks to be unlocked by mayor; STF Nega – 07/28/2025 – Panel

The minister of the (Supreme Federal Court) rejected in a monocratic decision a request from the councilman of Leonel Camasão (PSOL) to be unlocked from the social networks of the mayor of the Santa Catarina capital, Topázio Neto (PSD).

The decision of the minister upheld the state court’s understanding that the mayor’s account is privately characterized and, therefore, he has the right to restrict interaction, even if he performs civil service.

Sought, Topázio declined to comment on the decision and said that actions like this overload the judiciary.

Camasão stated that the personal account thesis is not sustained.

“More than 90% of the mayor’s publications on Instagram are public action. No one knows how this is paid,” he said.

In the action, the councilman claimed that the block against his account is “unlawful act and abuse of law, due to the violation of rights to freedom of expression, journalistic freedom and supervision function”.

Dino considered that freedom of information is not compromised, as the mayor’s personal profile is accessible even to those who are not logged in.

“The blockade made by the account holder only prevents the interaction of the blocked, which does not matter in violation of the right to inform the Constitution,” said the minister, in a decision last Wednesday (23).

Topázio Neto was in last year’s elections, but began to use the networks more often in 2022, after taking over the city with the resignation of Gean Loureiro (União Brasil).

Opposition councilors accuse him of being a “Mayor Tiktoker,” a term he doesn’t refuse. It has 497,000 followers on Instagram –200 thousand more compared to the city’s profile – and 397 thousand in Tiktok.
