About 90% of the amount received by Moriá was passed on to outsourced companies, according to the CGU (Comptroller General of the Union).

Two of the subcontracted companies would be linked to Adriano Marrocco and his wife, according to the investigation. One of them is the couple’s accounting office; Another, a company called Alphatec, of which they were partners until July 2024.

The PF report says that the deviations occurred as follows: Moriá received resources from parliamentary amendments, chose outsourced companies and signed “Spurious Agreements” for the overpricing of contracts.

To prevent further deviations from occurring, Minister Flávio Dino decided to kidnap the investigated assets and the blockade of companies’ bank accounts in the amount of $ 25 million.

The Moriá Association said in a statement that it was “surprised by the search and seizure determined by Minister Flávio Dino”.
