It is still unclear whether the fare enters into force immediately or only on Friday (1st), for when it was expected.

President Donald J. Trump addresses threats to the United States by the Government of Brazil
Addressing a national emergency: Today, President Donald J. Trump has signed an executive order by implementing an additional 40% tariff over Brazil, raising the total rate to 50%, to deal with recent policies, practices and actions of the government of Brazil that constitute an unusual and extraordinary threat to national security, foreign policy and economics.

- The Order declares a new national emergency using the president’s authority under the 1977 International Emergency Economic Powers (IEEPA) and establishes an additional 40% tariff to face unusual and extraordinary government policies and actions that undermine US companies, US freedom rights, US foreign policy and the US economy.
- The order notes that the persecution, intimidation, harassment, censorship and political processes motivated by the Government of Brazil against former Brazilian President Jair Bolsonaro and thousands of its supporters are serious violations of human rights that undermined the rule of law in Brazil.
Using influence to protect our interests: President Trump consistently reaffirmed his commitment to defend national security, foreign policy and the economy of the United States against foreign threats, including the protection of freedom of expression, the protection of US companies against illegal coercion of censorship, and the accountability of human rights abusers for their illegal behaviors.
- Recently, members of the Government of Brazil have taken unprecedented actions to tyrannically and arbitrarily coercive US companies to censor political speeches, remove sensitive data from American users, or change their content moderation policies under penalty of extraordinary fines, criminal proceedings, active freezing or complete exclusion from the Brazilian market. This does not only undermine the feasibility of American companies’ business operations in Brazil, but also US policy from promoting free and fair elections and protecting fundamental human rights inside and outside the country.
- For example, since 2019, Brazilian Supreme Court Minister Alexandre de Moraes has abused his judicial authority to threaten, persecute and intimidate thousands of his political opponents, protect corrupt allies and suppress dissent, often coordinated with other Brazilian officers, including other STF ministers, to the detriment of US companies operating in Brazil.
- The Minister of Moraes unilaterally issued hundreds of orders to secretly censor his political critics. When American companies refused to comply with these orders, he imposed substantial fines, ordered the exclusion of social networking companies in Brazil, threatened their executives with criminal proceedings and, in one case, froze the assets of an American company in Brazil to force compliance.
- In fact, in addition to arresting individuals without trial by social networking posts, the Minister of Moraes currently supervises the criminal case of the government of Brazil against Paulo Figueiredo, resident in the US, for speeches on American soil, and supported criminal investigations against others in the US after they expose their serious human rights and corruption violations.
- President Trump is defending US companies against extortion, protecting American people from political persecution, safeguarding American freedom of expression against censorship and protecting the American economy from being subject to arbitrary decrees of a tyrannical foreign judge.
Putting America first: By imposing these tariffs to face the irresponsible actions of the Government of Brazil, President Trump is protecting national security, foreign policy and the economy of the United States against a foreign threat. In line with his electoral mandate, President Trump also took other actions to achieve peace through strength and ensure that foreign policy reflects the values, sovereignty and security of the US.
- On the first day, President Trump signed a “America Policy Directive in the first place” to the Secretary of State, stating that US foreign policy should always put the interests of America and their citizens first.
- In line with this directive, on May 28, 2025, Secretary Rubio announced a policy of restricting visas directed to foreigners responsible for censorship of protected expression in the United States.
- According to this policy, on July 18, President Trump ordered Secretary Rubio to revoke the visas of the Minister of Moraes, his allies in court and his immediate relatives for their role in allowing the human rights violations of the Minister of Moraes against Brazilians and the violations of freedom of expression against Americans.
- Preserving and protecting the rights of freedom of expression of all Americans and defending American companies against forced censorship will continue to be a priority in the First Foreign Policy Strategy first of President Trump.
- President Trump has already used success in the past to advance America’s interests and face other urgent threats to national security, and is doing it again today.
