Measure reduces blockages in federal agencies; ANEEL, ANP and ANM receive resources to resume essential activities
The Government of the President (PT) published on the night of Wednesday (30.Jul.2025) Decree that promotes budget discontinishing of R $ 20.7 billion. The measure releases resources that were blocked in different federal public administration bodies, especially regulatory agencies, which had been operating with severe budget restrictions.
The decision changes the budget execution guidelines set forth in April this year. The standard also updates the attachments of movement, commitment and payment of discretionary expenses. This is the document (PDF – 3 MB).
Among the beneficiaries are:
- (National Electric Energy Agency), with R $ 30.7 millionreducing the block to R $ 7.9 million;
- (National Agency of Petroleum, Natural Gas and Biofuels), with R $ 27.7 millionhaving a residual block of R $ 7.2 million; and
- (National Mining Agency), with R $ 22.8 millionreducing the remaining contingency to R $ 5.9 million.
Cuts affect activities
Regulatory agencies were reporting to maintain essential activities. Aneel’s budget to 2025, from R $ 155.6 million, is about 35% lower than the amount initially requested.
In a statement, the regulator of the electric sector classified the release as “An important advance for the resumption of essential activities”but warned that the schedule is still “restrictive”with most of the resources expected for December.
Aneel’s board of directors said it is reevaluating the prioritization of activities, focusing on Ombudsman, Supervision and In -person Care.
