The inclusion of the president of the CBF (Brazilian Football Confederation), Samir Xaud, among the targets of the operation of the PF (Federal Police) on Wednesday (30) was motivated by an audio of one of the investigated in the alleged electoral scheme of Roraima in which it is quoted.

The State Prosecutor’s Office, however, stated that they were not concrete or individualized evidence that justified the inclusion of Xaud as part of the criminal group and was contrary to the determinations requested by the PF against Xaud.

The information is in the case file of Operation Black Caixa, obtained by Sheetwhich was intended to investigate suspicions of electoral crimes in Roraima, such as buying votes.

The audio was used to support the decision made by Judge Angelo Augusto Mendes, from the 5th Electoral Zone of Roraima. He authorized searches at Xaud addresses in the state and at CBF headquarters in Rio de Janeiro.

The dialogue in question, obtained by the PF, is attributed to Renildo Lima, who was a candidate for councilor. He and his wife, federal deputy Helena da Asatur (MDB-RR), were also targeted by the operation.

The audio says: “Now we are stronger, thank God, because Helena and I was careful to put in the political superintendencies that have already been tested at the ballot box and well voted. For example, Samir [Xaud] There was 5,000 votes, so his request, at least 500 he can. “

Xaud’s votes refer, according to the investigations, when he tried the election to the federal deputy for the same party of Helena in 2022.

At the time, he received 4,816 votes and was not elected. The current president of the CBF also applied for state deputy in 2018 for the PV and received 2,069 votes. Xaud was Deputy Secretary of Health of Boa Vista, between May 2024 and March this year.

According to the magistrate, the police understood that the message reveals that Samir was strategically appointed to party direction and used to capture votes for the benefit of the group.

The conclusion was taken, according to the judge, because Renildo’s phrase suggests that his nominations would be reversed in votes for allied candidates.

The attitude, points out the decision, indicate possible use of civil service for electoral favoritism, conduct that constitutes abuse of political power and illicit capture of suffrage.

“Thus, it is imperative to conclude that, although there are no other direct conversations involving the investigated in the operationalization of the scheme, audio demonstrates, in summary cognition, that his appointment was part of the group’s strategy,” said the judge.

On the other hand, the MP stated, in its opinion, that the simple citation of names in conversations or functional bonds is not, in itself, sufficient basis to justify invasive and exceptional measure such as home search.

Nevertheless, the agency stated that the elements presented by the police authority reveal evidence of direct and relevant involvement of Helena and Renildo in conduct under investigation, especially in the alleged practice of electoral corruption and the use of business structures for illicit purposes.

The Federal Police investigation began after the seizure of R $ 500 thousand, in September 2024, on the eve of the municipal elections. The value was found in Renildo’s underwear during the campaign.

In all, ten search and seizure warrants were determined in the states of Roraima and Rio de Janeiro, in addition to the judicial block of more than $ 10 million in the accounts of the investigated.

In a statement, the CBF advisory said that the operation has no relation to Brazilian Confederation or Football and that the president of the entity, Samir Xaud, is not the center of the findings.

He also said that no equipment or material was taken by the agents and that the president “remains quiet and available to the authorities for any clarifications that are necessary.”

Already the deputy’s advisory stated, by note, that she was surprised by the news and was never notified to provide clarification to the competent authorities.

“It causes perplexity to adopt such serious measures without the presentation of concrete facts that justify them. As a democratically elected citizen and representative, the deputy respects and defends the work of institutions, reaffirming her commitment to transparency, public ethics and due process of law,” he said.

She also stated that “she will continue concentrated in her legislative work and in the defense of the interests of the population of Roraima, with the serenity and responsibility that always guided her public action.”
