CNH: End of compulsory school can raise accidents, says lawyer

The Ministry of Transport studies a significant change in the process of obtaining the CNH (National Driver’s License): the End of the obligation of self -schools. The proposal, which is still awaiting approval by the Civil House, would make the theoretical courses and the optional practical classes for the qualification candidates.

The measure generates the sector. According to the lawyer specializing in traffic law, Fernanda Zucare, the dismissal of mandatory classes can compromise the technical and behavioral preparation of future drivers, especially those who never had prior experience with driving.

Economic and social impacts

Although the proposal is clear, there are questions about its consequences. The change could result in mass unemployment in the self -school sector and create an imbalance in driver training, where only those with financial resources would have access to proper preparation.

The expert points out that there is no data that prove that the elimination of and practice results in better drivers. On the contrary, there is concern that the measure can increase the number of accidents on public roadsespecially in large urban centers such as Sao Paulo and Rio de Janeiro.

Security issues

A critical point raised is the lack of clarity on how the training of new drivers would be performed. Issues such as appropriate places for practice and the qualification of independent instructors have not yet been clarified by the project. In addition, there is a fear that this change can open precedents to other qualification categories, such as truckers.
