Jair Bolsonao () assistants had been articulating a proposal to the (Supreme Court) to avoid the arrest of the former president and wanted (Republicans) as messenger, but the governor of reluctant to accept the mission.

The amnesty project is the subject of pressure from the Bolsanista base on the congressional summit, and the reduction of resistance in the supreme would be a way to facilitate its acceptance. The text tends to be questioned in the Supreme Court and there are doubts if crimes such as attempt at coup or violent abolition of the democratic state can be amnesty. There is an understanding that the ministers could bar him.
Any kind of negotiation involving Bolsonaro allies today face strong resistance in the Supreme, given the animosity of clashes. But pockets see in Tarcisio an ideal interlocutor for negotiation, for the moderate profile that the governor would have, in the group’s view.
Bolsonaro’s arrest, however, is due to the inquiry that investigates coercion and obstruction the investigation that Eduardo would have committed abroad, not for the inquiry that investigates the attempted coup.
