Brazil had, at the end of last year, a total of 235,000 people in house arrest. The data are from Senappen (National Secretariat of Criminal Policies), and include both those who are serving time after condemnatory sentence and precautionary measures.

Bolsonaro is also part of a group of only 535 people in the federal capital who were serving provisional house arrest – or is, for the precautionary measure – and were monitored with electronic anklets, according to the latest data.

The arrest warrant was given after Bolsonaro breached, in the understanding of the Minister of (Supreme Federal Court), precautionary measures imposed after the operation of July 18, when the former president was forced to put an electronic anklet and forbidden to wear social networks.

Last Sunday (3), during amnesty acts to defendants of the coup plot, the former president was forbidden to use social networks, even if intermediate.

In December, there were 122,100 people using electronic anklets, and another 112,900 in house arrest without remote monitoring.

Provisional prisoners-who, like the former president, complied with precautionary measures before receiving a condemnatory sentence-, formed a contingent of 31.6 thousand people, who represented 15% of the total people in house arrest across the country. Those who wore electronic anklet were the vast majority in this group: 29,500 were remotely monitored, and only 2,039 were not.

According to Senappen data, Ceará is the state with the largest number of prisoners in the same situation as Bolsonaro. There were 4,243 people under house arrest, provisional and monitored by electronic anklets late last year.

Pará (with 3,016 people in the same situation), Mato Grosso do Sul (2,803 people), Pernambuco (2,773 people) and Goiás (2,262 people) are also among those with the largest amounts of provisional prisoners in monitored house arrest).

Brazil had, at the end of last year, a population of 909,000 people deprived of liberty, considering those in closed, semi -open, open and complying with precautionary measures, including house arrest. In 2024, there was an increase of more than 57,000 people in the country’s penitentiary system, increasing the deficit of vacancies.

There is a overcrowding of 237.7 thousand vacancies in Brazilian prisons, equivalent to the population of the city of Americana (SP) – the 125th most populous municipality in Brazil, and the 37th of the state of São Paulo.

In this universe, there are over 218,000 people imprisoned or in house arrest that have not yet been judged. They represent 24% of the entire Brazilian prison population.

Bolsonaro is a defendant in a criminal action regarding the 2022 coup plot to prevent the president’s inauguration (PT). He is accused of the crimes of coup d’état, attempted abolition of the Democratic Rule of Law, armed criminal association, damage qualified to public heritage and deterioration of listed heritage.

He stated that the former president did not fail to comply with orders imposed by the Supreme Court, and that he will appeal against the house arrest.
