The Public Prosecutor’s Office filed representations on Friday (8) so that the (Federal Court of Audit) at the airport that will only serve the 27 Ministers of the (Superior Labor Court).
The Court will spend R $ 1.5 million in two years with the work, rent and other services, such as personal monitoring of the ministers by airport employees, a private car to travel to the plane and parking spaces.
A were released this Friday by Sheet. The goal, says the court, is to safeguard the safety of ministers and to avoid “approaching inconvenient people.”
“The way the authorities were carried out and air landing provided the approach of malicious or inconvenient individuals, which significantly increased the preventable risks to these authorities,” the TST justified in a statement.
According to the contract, the space will be “intended, solely and exclusively, to support in the boarding processes of the authorities of the Superior Labor Court” at the airport. The deal is valid for two years until April 2027, but can be renewed.
The values do not include furniture, food expenses and the employees they will serve on site. The court did not report the amounts to the report, only said that “primarily furniture” of the TST and employees of existing contracts will be used.
For the Deputy Attorney General of the Public Prosecution Service, Lucas Furtado, the Court did not present technical studies that prove the existence of concrete and imminent risks to the physical integrity of the authorities in the current model of boarding and disembarking.
He asked the TCU to adopt immediate measure for the Court to suspend the service and the work, and to forward the case to the PGR (Attorney General’s Office) if there is evidence of irregularities.
“The use of public resources to finance exclusive benefits, such as private transportation and personal monitoring on personal travel, does not seem to meet the principle of impersonality,” he says, in representation to the Court.
The New Party also asks TCU to prevent the contracts preventively, declare its nullity and hold responsible managers responsible.
“At a time when the country faces huge economic challenges, spending more than $ 1.5 million to offer luxury and perks to members of the judiciary is a unnecessary privilege and a disrespect with the Brazilian citizen,” says Deputy Adriana Ventura (Novo-SP), one of the significants of the representation.
The party also points out that there is a risk of “multiplier effect” and asks TCU to recommend to other public administration bodies to “refrain from adopting similar practices, thus preventing other organs from adopting superfluous and immoral spending.”
The space for the VIP room at Brasilia Airport was rented for R $ 30 thousand per month, plus R $ 2,639.70 with apportionment of airport expenses, according to the contract. The site will have 44 square meters, granite floor and plaster walls, with pantry and exclusive bathrooms. The work is underway, with expected to be completed by mid -August, at the cost of R $ 85 thousand.
To build the structure that will serve the ministers, the TST hired, without bidding, the same company that made the three VIP rooms for the private public of Brasilia airport. The contract explicitly prevents this company provides information about the work. The Court claimed that the waiver of bidding occurred by the amount authorized by law, and that it consulted three companies.
The court also hired the ministers some perks, such as accompaniment by an airport employee – the cost of R $ 284 for service – and exclusive transportation service. The contract stipulates a minimum of 50 calls per month. The benefit will be valid even for personal flights, without professional purpose.
According to the contract, the ministers will be entitled to a private car, so they do not have to share with the other passengers the buses that make the transfer when the aircraft is not on the bridge. They can also be taken directly to the plane without taking the boarding line. The cost is $ 144 per travel, paid with public money.
