The one of the Bolsonarists, only resolved after the former president of the House (-Al) intervene, publicly exposed the president (-PB).

Parliamentarians evaluate that his leadership has fragile and endangers the conduct of the work and reelection plans for office in 2027.

Allies admit that Motta came very close to losing the governance of the house, hardly being able to occupy the chair of the presidency of the House.

He threatened to suspend the term of those who would not let him preside over and marked the session at 8:30 pm. But he only went out to the plenary after 10 pm, spent six minutes to be able to sit and gave up halfway, in the face of the resistance of (Novo-RS) to get up. He only took a seat when pushed by his colleagues.

Motta interlocutors considered that it would not make sense of it publicly hitting part of the House and that the objective was fulfilled, with the resumption of the chair of president and the opening of the work.

There were, however, voting, since two important parties of its support base, the PP and the were also in obstruction.

Upon arriving in the House on Thursday (7), Motta contemporated Lira’s performance. “He is a friend, a person who has collaborated a lot with the country. […] It is natural that, in times of tension, all those who want the good of the house unite to build the solutions. President Arthur participated in some dialogues yesterday, how all the leaders participated, “he said.

“It was a tension that, I believe, the house did not live in its recent history, so it is natural that everyone can join and, always seeking through dialogue, to solve.”

Motta’s surroundings also contrasts the situation, where the President (União Brasil-AP) had gone to resume the plenary and would remote this Thursday’s session, over the Internet-artiform used only in the pandemic. After Motta presides over the House Plenary session, Alcolumbre also managed to convince the pockets to vacate the Senate table on Thursday.

Two members of the Chamber summit, however, minimize the episode and complained about the alcohubre stance. According to one of them, the Senate President has been in the shadow of the crisis caused by Bolsonaro’s arrest and not directly acted to respond to the judiciary.

This Motta ally says that a response to the Supreme should be discussed in the Senate, as it is the house that has “the medicines for this disease.”

Motta sought the pockets in the afternoon, said he would not negotiate under blackmail and that an agenda could be built only after they vacated the plenary. He also insisted that he would resume the chair and make the session even without agreement. The meeting was cordial, but bad, in the view of the Bolsonarists.

PL leader in the House, Gostenes Cavalcante (RJ), came out in the middle of the conversation, hearing that the session would be held even with the riot, and went to look directly Lira. Negotiations only unlocked from there, when the former president of the house took the reins to negotiate the PL demand package.

The allies of the former president (PL), determined by STF Minister Alexandre de Moraes on Monday (4), for breach of precautionary measures.

To vacate the chair, they in the Special Forum, so that the lawsuits leave the Supreme Court (Supreme Court), and a “broad, general and unrestricted” amnesty for all involved in the coup attacks of 8 January 2023, including Bolsonaro, who is on the road to be judged.

Lira, PP leader, Dr. Luizinho Teixeira (RJ), and Deputy Elmar Nascimento (Brazil-BA Union) began to deal with the package with the pockets, in a meeting considered “more promising” by them than the meeting with Motta. They promised to help build this package, especially the changes in the forum, which also interest the center.

Motta summoned allies to the presidency of the House, so that together they resumed the plenary, but the movement had no effect. Allied leaders, pockets and left then returned to seek former President Arthur Lira, his political godfather, to resolve the situation.

The general discourse, among the deputies, was that this showed weakness on the part of the current president and that it was a very bad gesture for the rest of his colleagues and society.

The mayor scheduled a session for this Thursday, with the objective of resuming the work. The attempt is to show strength and prevent a provisional measure that streamlines inspection in social security benefits fall next week for lack of voting.

The episode, however, further weakened the image of Motta, who was already contested internally by unlocked agreements, such as the promise that the PT would have the rapporteur of the 2026 Budgetary Guidelines Bill and the voting of the project that overturned the IOF decree (tax on financial operations). Both scratched the relationship with the Lula government (PT).

Two allies of the President of the Republic say that it would not be up to the government to act to resume work in Congress, as this is an internal issue of the legislature. Throughout Wednesday, they monitored the situation through government leaders in both homes, in view of the interest of unlocking the voting of priority issues.

Government members who had initially celebrated Motta’s attitude of summoning the session, recognize behind the scenes that the mayor did not conduct this process well, for meeting the pressure of the pockets.

An ally from Lula states that this Wednesday’s episode showed that Motta will hardly resume strength and control in the plenary, and that Lira’s performance behind the scenes should be frequent.

On the morning of Thursday (7), Minister Gleisi Hoffmann (Secretariat of Institutional Relations) praised the posture of Motta and Alcolumbre, stating that they acted “correctly in the face of the opposition riot.” “They resumed the command of houses making it clear that the interests of the country and the people cannot be subjected to the blackmail of Jair Bolsonaro’s allies,” he wrote on a social network.

There was also disputes to his difficulty in maneuvering the differences between left and right, which supported him in the election. Motta, according to his allies, has a more conciliatory profile than Lira. It seeks to avoid clashes, dialogue more and reconcile the interests of the majority, which makes it the target of criticism on both sides.

Allies also point out a weakness in relation to previous management: the lack of resources of parliamentary amendments so that it can manage the plenary.

Lira had in her hands the rapporteur amendments, with whom he directed money to the electoral bases of those who supported him. Motta so far has not been able to sew the deal to unlock the commission amendments, which replaced them, but are the target of scrutiny by the Supreme Court.

Criticism of the current mayor’s style make deputies currently check their ability to reelect themselves to office in February 2027, when he assumes a new government. Being in charge of the house makes him favorite, but recent weaknesses, say their opponents and even allies, can make room for other names to position themselves.

In the Episode of the Motim, for example, one of the most active to unlock the negotiations was Deputy Elmar Nascimento, who was until then Lira’s favorite to replace him, but was pretended after President Lula’s veto.
