NGO SAVE UKRAINE denounces recent publication of the Russian authorities occupying the Luhansk region in eastern Ukraine

The Department of Education managed by the Russian authorities in the occupied region of Luhansk, eastern Ukraine, is being accused of publishing one withdrawals and deported to be adopted by Russian families.

The denunciation of the “catalog” of children was made by Mykola Kuleba, director of, using captures of ecro that show the recent publication of occupying forces.

The database contains the names and data of 294 Ukrainian children available for adoption, cataloged by age, hair color and eye color, with the Russian authorities informing that minors are registered as “orphans and children abandoned by the family.”

According to Kuleba, although some of the children are actually orphaned, whose parents were killed by the Russian forces, many, where they received Russian identity documents. “The way our children describe is not different from a slave catalog,” accuses the NGO director. “This is 21st century child trafficking.”

Although the catalog does not include photographs of minors, each individual profile has detailed information about the health status of children, mostly placed in the group of minors without chronic diseases but with some degree of functional deterioration or risk factors. Profiles also include small behavioral descriptions.

An example: Alexéi, described as a “lovely, sociable child, [que] It actively interacts with colleagues, treats adults with respect, loves sport and active games. “Another: angueline,” not aggressive, lovely, compassionate, willing to fulfill the tasks-takes it one, leads it to the end- [que] Take the initiative to create a welcoming environment in the classroom “and which is still” very responsible with cleaning the room “.

This, he points out Kuleba on social network X, “is not a new tactic” from Russia. “Since 2014”, when Moscow annexed the Crimea Peninsula, “Ukrainian children have appeared in Russian adoption databases,” says the guardian, who said this practice has become “widespread and systematic from 2022” following the large -scale invasion of Ukraine.

“Russia no longer try to hide it. Ukrainian orphans are displayed as products in an online store.”

To date, Ukraine has been able to prove the deportation of more than 19,500 Ukrainian children by Russia, over which detailed information was collected, namely its place of residence in Ukraine and its current geographical location in Russian territory. More than 1,350 were deported, and each return is mediated by a third state, as is the case with Qatar, South Africa and the Vatican.

The real number of deportations of minors by force, however, should be much higher. According to calculations by the University of Yale Humanitarian Research Laboratory, about 35,000 Ukrainian children may have been deported since the beginning of the war.

The Think Tank Institute for the Study of War (ISW), also based in the US, says that the kidnapping of children has been one of the priorities of Russian President Vladimir Putin, referring to the revelations of Ukrainian human rights activists.

According to Kremlin documents to which ISW had access, dated 18 February 2022, Moscow implemented plans to remove Ukrainian orphanage children in the occupied regions of Luhansk and Donetsk and bring them to Russia under the pretext of “humanitarian evacuations.”
