The Think Tank Institute for the Study of War (ISW), also based in the US, says that the kidnapping of children has been one of the priorities of Russian President Vladimir Putin, referring to the revelations of Ukrainian human rights activists.
According to Kremlin documents to which ISW had access, dated 18 February 2022, Moscow implemented plans to remove Ukrainian orphanage children in the occupied regions of Luhansk and Donetsk and bring them to Russia under the pretext of “humanitarian evacuations.”
