“Unfortunately – I would say, unfortunately – the United States, who are the second largest polluter in the world, leave the Paris Agreement again. But the world will continue to walk and demand that each one does their duty,” he said.

Veto

Marina also defended the measure that generated tension with Congress. According to her, the decision was guided by guidelines discussed with the Civil House and the Secretariat of Institutional Relations to preserve the integrity of the process.

Priorities include the rights of indigenous peoples, quilombolas and traditional communities, ensure legal certainty and incorporate innovations approved by the legislature without withdrawing competencies from licensing. “Everything that meant setback, which compromised the integrity of licensing, was vetoed,” he said.

The minister warned that the overthrow of the vetoes could generate legal uncertainty, undermine the European Union-Mercosul Agreement and compromise the CO₂ reduction goals assumed by Brazil in the Paris Agreement.

Without presenting alternatives, Marina said she had no plan B: “Our plan B is that the plan A is the plan of us all.”

Foz do Amazonas

The minister also commented on the controversy about oil exploration in the Foz do Amazonas basin, an area between Amapá and Pará with estimated potential in billions of barrels.

Despite defending the energy transition, she said it was necessary to seek “a middle path” and stressed that rich countries should lead the abandonment of fossil fuels.

“Brazil has made a very large contribution to its energy matrix and is working hard,” he said, without directly opposing the project. The process is under analysis at Ibama, and President Lula has already declared support for exploration in the region.
