The rapporteur of the bill (PL) that expands the exemption of income tax, (PP-AL), indicated on Tuesday (12), that his team even studied health and education spending in IR, but did not choose to deal with the subject in the text discussed in the first semester because the “target audience would not be ideal”. The nomination was made after the consideration of the deputy (União-GO), of the Mixed Parliamentary Front of Health, during lunch promoted by the Parliamentary Front of Entrepreneurship with Lira. The parliamentarian expressed concern about the impacts of the project on the health field and questioned the possibilities for changes in the treatment of health and education spending in IR. Lira stressed that her team studied the subject, but that the issue did not enter the project approved in the special committee at the end of the first half.
According to Lira, studies were done regarding such expenses, which together perform about R $ 35 billion a year, and the issue of reimbursement of expenses – at this point, the deputy recalled that there is a limit for reimbursement in the education field, but not in the field of health. According to the former mayor, in the end, the middle class would bear the refunds and not the hyper-rich-a track that the PL aims to reach. The issue of restitution would fall on who earns between $ 20 and 50 thousand, according to Lira. “The target audience would not be ideal and this possibility was removed, regarding the tax waiver,” he said.
