A billionaire slice of the Government’s budget (PT) has served parliamentarians as if it escapes the transparency and control criteria imposed by (Federal Supreme Court).

In letters sent to municipalities and publications made on social networks, deputies and senators say they are responsible for the allocation of the money. The nominations are inserted in a group of transfers that exceeds R $ 2.9 billion since May, within the discretionary budget (unlawful spending) of the portfolio.

Since there is no transparency about which parliamentarians have sponsored each transfer, it is not possible to point out what is the total directed by political criteria.

In May, the Minister of Health, (PT), established by ordinance new rules for the transfers of these resources to occur in a single installment. The document is used as the basis for the transfers coveted by parliamentarians.

It denies that the health budget is negotiated by political criteria. In a statement, the ministry commanded by Padilha says he conducts technical analysis of the requests submitted by secretaries of states and municipalities and that it is natural congressmen to follow the processing of the processes.

“It is absolutely natural that parliamentarians are publicly engaged in the promotion of investments made in the municipalities, even if this does not imply any prior kind of political agreement or parliamentary indication for these transfers,” says the ministry.

The Supreme Court Minister Flávio Dino, who reports the transparency actions of the amendments, has already questioned the government about this health budget after.

There are also cases of municipalities that said they had not requested any support from parliamentarians, such as Araguaína (TO), which received $ 14.5 million.

In July, the mayor of Damião (PB), Simone Azevedo, said on social networks that the municipality received $ 300,000 in amendment from senator Daniella Ribeiro (PP-PB). The appeal, however, is from the Ministry’s own cash.

Sought, the senator stated that she only asked for support from the Ministry of Health for the mayor’s election, without detailing how.

Deputy Fausto Pinato (PP-SP) also celebrated on social networks, on July 22, the payment of R $ 500 thousand in “Extra Amendment” for Brotas. Political negotiation

The use of this type of appeal in political negotiations and without transparency was a practice adopted in the Jair Bolsonaro (PL) management, which is repeated.

Padilha assistants say that the ordinance that determined the transfers in a single installment was an improvement of the instrument and directed the figures to policies that are interested in the federal government, such as surgeries, accrediting new teams and active search for vaccination. The document requires that only part of the money be applied to these actions.
