The financing will be granted through Banco do Brasil and BNDES, with reduced interest and grace period. Haddad explained that the funds will come from extraordinary credit to the budget, a mechanism that does not count on the tax framework limit, and that, in some cases, access to loans will depend on the maintenance of jobs.

The plan also provides for the use of the Export Guarantee Fund (SGE) to expand coverage to exporting companies, not just those harmed by the tariff. “We are doing a structural reform in the FGE, supported by other funds, to ensure modern instruments for every Brazilian company with vocation to export,” said Haddad.

American taxation came into force on the 6th, after Trump linked the measure to political retaliation through the lawsuit against Jair Bolsonaro in the US. The government signaled that the package will have tax limits. “All solutions will be inside the goal,” said Haddad, referring to the zero deficit target for 2025.

Lula said that Brazil will also seek a solution to the impasse in the World Trade Organization (WTO) and may adopt reciprocity measures, but without “bravado”. “Let’s measure the consequences of each action to be taken,” said the president.
