The president of, (-PB), brought together the presidents of six commissions of the house on Tuesday (12) and determined that they accelerate the indication of parliamentary amendments allocated in these collegiate. The first votes to define the destination of the money will take place this Wednesday (13).
The call is part of a Motta offensive to try to recover control of the House, after which it prevented him from charging the sessions for almost 30 hours to press him to approve the amnesty to former President (). The former president for breaking precautionary measures.
Motta had already determined in July that party leaders and deputies would indicate how they intend to spend the money. THE Sheet anticipated that each deputy of the allied base of the budget. The amount may vary according to fidelity to the government, the party leader and the Motta himself.
The committees have opened the deadline for appeals in July, but so far there are deputies and parties who have not sent the list about how they want the money to be spent. This spreadsheet must inform the site of the work or service, the author and CNPJ of whom will receive the money, in order to allow the screening and advertising.
Motta summoned the presidents of the commissions for a meeting reserved on Tuesday and determined that they will soon take the sessions to approve the minutes with the nominations, even without the full list.
“Practically every week we will have the voting of minutes in the commission. From the moment the parties are indicated, we will vote,” said the chairman of the House Health Commission, Deputy Zé Vitor (PL-MG).
The health, sports, tourism, agriculture, urban development and national integration committees will be the first to vote the nominations, with sessions scheduled for this Wednesday. Lists with the name of parliamentarians and beneficiaries have not yet been disclosed. The promise is that they become public moments before approval.
Voting scaling will also make faster monitoring of those who have been favored with larger funds and the amount for each party. But deputies claim that this was not part of a political strategy to avoid internal dissatisfaction about unequal division, but a need in the face of the delay of some parties to inform the nominations.
Commission amendments replaced the rapporteur’s amendments, declared unconstitutional by the Federal Supreme Court in 2022 for lack of transparency. This mechanism was criticized for keeping the real responsible for deciding how the money would be spent, and became the target of several inquiries about deviations in resources.
The rapporteur amendments, also called “secret budget”, were used by the predecessor of Motta, (-al), to build majorities in the plenary. Also receives slice of the amount, whose distribution is led by the President (Union-AP).
Congress created this new modality of amendment linked to the commissions to 2024, but the Supreme Court has re -blocking payments and demanding more transparency.
The lack of transparency made it easier for the congressional summit to control funds to favor allies with more resources and harm opponents. In addition to the unequal distribution, the execution of the transfer is not mandatory, which also helps the government to set up its own support base in the legislature for those who support its agenda.
Motta’s allies say that the absence of a similar instrument has hindered its management of the plenary, and that it is therefore important to unlock the execution of this money so that it can build a more faithful base and control rebellions.
Last week, deputies and senators were riot and appropriated the House and Senate directors to prevent Alcolumbre and Motta from being able to preside over. The gesture was seen as an affront to the power of the presidents and one of the most fragile moments of the current mayor.
