Twenty months after the president to launch a housing development to be built in partnership with the (homeless workers movement), the east of São Paulo, the People’s Cup is still far from ready.
Part of Minha Casa Minha Vida, the residential, with 2,650 houses, is divided into two modules, Copa A, with 2,002 units in 12 condominiums, and Copa B, with 648 apartments in three condominiums.
According to, which finances the projects, Copa A is still in the negotiation phase between the Hope Association of a new millennium, an entity linked to MTST, and construction companies. Copa B, says the bank, has only 28% of the works performed.
In December 2023, the initial schedule announced by Lula stipulated the conclusion of the works in 24 months – that is, by the end of this year. The deadline will be breached.
At the time, Boulos was preparing to compete for election for the City of São Paulo with the support of Lula, against Mayor Ricardo Nunes (MDB), who was reelected.

The MTST says in a note that a Copa B lot is under construction and within the deadline established in the contract. The movement sent photos of buildings already erected, but still need finishing, and says that the delivery will occur at most until the first half of 2026.
Regarding the Copa A, not yet started, the MTST says that the construction company responsible for the works has gone into bankruptcy. This fact, according to the movement, “also reached several enterprises of the city hall and the state government of São Paulo”.
Asked by the panel, Caixa Econômica Federal, which finances the projects, and the Ministry of Cities have not reported if there is a new forecast for the launch.
The residential People’s Cup, which is part of the Minha Casa, Minha Vida program, is being erected in an area invaded in protest by MTST on the eve of the 2014 World Cup.
