Following the revocation of visas linked from Brazilian professionals linked to Mais doctors, the US embassy in Brazil said the program was a “diplomatic coup” that explored Cuban doctors and enriched the Cuban regime.
In a publication on social networks on Thursday (14), the diplomatic representation accused Brazilian authorities to cover the coercive scheme of export of labor.

More Doctors Program
The Mais Médicos program was created in 2013, being considered one of Dilma Rousseff’s main government deliveries. Over the years, the program has been changed and has been renamed “Doctors for Brazil” in the government of Jair Bolsonaro.
In July 2023, President Luiz Inacio Lula da Silva (PT) sanctioned the reformulation of the program, strengthening the provision of services in primary health care in the country, as well as encouraging the participation of doctors in areas of difficult fixation.
The State Department revoked the visas of Mozart Julio Tabosa Sales, current Secretary of Specialized Health Care Care of the Ministry of Health, and Alberto Kleiman, General Coordinator for COP30, former Ministry of Health International Asemator and former PAO External Relations Director (Pan American Health Organization).
A note signed by Rubio and published on the State Department’s website points out that Brazilian authorities used PAHO as an “intermediate with the Cuban dictatorship to implement the program without following Brazilian constitutional requirements, dribbling US sanctions to Cuba.”
