French beaches are among the most sought after destinations in Europe, but not all visitors know the rules governing their use. To protect coastal ecosystems and ensure public use, French law combines the free and free access principle with environmental and safety restrictions.
Fined Behaviors on French Beaches
Smoke on the beach
Since July 1 this year, smoke on the beaches has been prohibited, as well as in parks and gardens, stop shelters and outdoor school enclosures. The measure is based on Decree No. 2025-582, of June 27, 2025, complemented by a concierge (decree) that defines the perimeters of application. The infraction is considered a 4th class offense, punishable by a fine of 135 euros, and may reach 750 euros.
Bring sand, shells or pebbles (gales)
According to the official portal of the French government, Service-Public.frremoval of these elements weakens the coast and can result in a fine of up to 1,500 euros. There is, however, some tolerance when it comes to very small amounts, and it is still allowed to collect “wind sand”, that is, which is transported by the wind outside the beach and ends on the public road. The measure is based on the Environment Code, article L321-8.
Plants/Litoral Flowers (Protected Species)
Turning or cutting protected species can lead to a prison sentence up to three years and a fine that can reach 150 thousand euros, as provided for in article L415-3 of the Environment Code.
Not everything is prohibited, but there are nuances
Vidro Depolido (“Sea Glass”)
According to the official portal, it is allowed to collect beach elements when it contributes to its cleaning.
Live mollusks
Collection depends on local and sanitary regulations. Before doing so, it is advisable to confirm with the city hallthe responsible municipal authority.
Objective of the measures
The rules aim to protect coastal biodiversity and ensure public use of long -term beaches: pedestrian access is free and free, but material extraction is limited when it impairs the integrity of the coast.
Consequences for tourists
The fines vary between 135 € (smoking in zones now without tobacco) and 1.500 € (remove sand/shells/pebbles), reaching 150.000 € e prison in the most severe cases (protected species). Knowing these rules avoids unpleasant surprises and contributes to the preservation of French beaches.
