The obligation to achieve recycled waste thresholds for municipalities

Pursuant to art. 3b of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities from 2021, each commune must reach a minimum level of recycling. This means that the right amount of waste for recycling must be collected in each commune. In 2025, the mandatory threshold is 55 percent. by weight. According to the Infor.pl portal, it means that this is exactly what the ratio of the mass of municipal waste can be re -used for the total generated in a given commune. It is also worth knowing that until 2035 this indicator will increase regularly until the level of 65 percent is reached.

Municipalities that do not meet the requirements are exposed to fines. In such a situation, municipalities can transfer some costs to residents who do not sort garbage. Wojtek, mayor or city president may decide to increase waste management fees up to 4 times, i.e. by nearly 400 percent. The municipality may also introduce GO to the basics of the climate and environment other than those specified in the ordinance of the Minister of the Climate and the Environment.

The commune of Lubaczów is struggling with the problems of not involving requirements. Therefore, the authorities decided to introduce remedies in the form of separating a new faction for municipal waste. These include waste from home furnaces and furnaces, i.e. ash and charcoal. According to the commune’s decision, each resident of a single -family house received gray sacks, in which, as part of the waste fee, he can give away during a special collection. This is an important change before the upcoming heating period.

Although the heating period in Poland lasts from October to April, pickup is carried out all year round, 2 times a month. It is worth remembering that the ash must be cold before throwing into a container or sack, but it should not be poured with water or other liquids. Why was it decided to separate the faction? This will reduce the amount of (unsorted) mixed waste, which is increasing from year to year in the Municipality of Lubaczów, which results in a problem in achieving the level of preparation for re -use and recycling of municipal waste, and this one for 2025 is as much as 55 percent. all the weight of the waste generated in the commune. Collecting ash as a separate fraction gives the possibility of recycling and reuse, due to the fact that wood ash, especially the one from pure combustion, can be used as a fertilizer in the garden, enriching the soil with potassium, phosphorus and calcium – explains the commune.
