Unions are at risk to Pix with BC’s Autonomy PEC – 19/08/2025 – Panel

Unions issued a note diverging from AE by stating that the device that constitutionalizes the is insufficient to shield the payment system if there is a change in the legal regime of the monetary authority.

The note is signed by the sign (National Union of Employees of), Sintbacen (National Union of Technicians of the Central Bank of Brazil) and Sindsep-DF (Union of Federal Public Servants in DF).

The main criticism of the entities to the report of Senator Plínio Valério (PSDB-AM) is that he transforms the BC into a private law entity, which “weakens its institutional mission and expands the exposure of the monetary authority to private interest pressures, especially of large banks, card operators and big techs that have been acting to weaken public leadership in the digital financial sector.”

Unions argue that the change of regime puts at risk the continuity of Pix’s gratuity. They also considered that the device that constitutionalizes the Pix would not guarantee any protection, “because since the legal regime of the BC of Private Law Pix could be the target of all kinds of pressure from other financial companies with the same argument for the US: it would be ‘unfair competition’ because free.”

For the entities, if the Central Bank needs to support its own revenues, there would be pressure to extend the charging of Pix to individuals.

In addition, union centrals, which call for more debate to the subject, criticize “political marketing behind the defense of PEC and the systematic refusal of their defenders to discuss safer and more efficient infraconstitutional alternatives.”
