7 oil blocks go to auction in October

Offering process is continuous and allows adjustments to the rules to meet the needs of the oil and gas sector

The ANP (National Agency of Petroleum, Natural Gas and Biofuels) will offer 7 blocks for oil and gas exploration and production in the 3rd Cycle of OPP (Permanent Sharing Offer). The public offer of offers is scheduled for October 22.

The list was released on Wednesday (20.ago.2025) by CEL (Special Bidding Committee) at the DOU (Official Gazette). Read the publication (PDF – 110 KB).

The available blocks are:

  • Jasper;
  • Citrus;
  • Larimar;
  • Onyx;
  • Make a seal;
  • Amethyst;
  • Esmeralda.

The companies already registered with the OPP had until July 15 to express interest in the blocks, presenting guarantees of offer. Anyone who wants to expand their participation can submit new statements by September 11.

Companies that did not express interest in the blocks can participate in consortium with others that have made the declaration within the deadline.

OPP is a way to hire companies to explore and produce oil and natural gas in strategic areas, such as pre-salt. Unlike traditional auctions, the offer of blocks is continuous: ANP can make fields and blocks available at any time, including those returned by companies.

The process requires interested companies to submit statements of interest and guarantees of supply. After the approval of the documentation, Cel discloses the schedule of each cycle of offerings.

Because it is continuous, OPP allows adjustments in edicts and contracts, such as inclusion or exclusion of blocks and improvements in the rules, to track the needs of the sector.
