Symposium receives experts to talk about adapting the telecommunications sector to changes in the law
O – Telecom, Technology and Competition for the Digital Future has gathered, on Wednesday (20.ago.2025), in Brasilia, experts to deal with how telecommunications companies are working to adapt to the changes defined in the complementary bill.

Tax reform was considered an important advance by the telecommunications sector for the simplification of cargo on the sector with the unification of taxes for the creation of IBS (Tax on Goods and Services) and the CBS (Contribution on Goods and Services). Taxes will compose the VAT (Value Added Tax) dual.
The 2nd regulatory text, the complementary bill, is still being processed in the Senate and establishes the rules of the IBS (Tax on Goods and Services) Management Committee, as well as addressing the transition from the current ICMS (Tax on the Circulation of Goods and Services) to the new rate.
ADAPTATION
A head From Tax of Alloha Fibra, Marisse Dizaró Bonfim said the sector does not feel that it undergoes a safe transition from taxation systems. For her, it is necessary “Change the tire with the car walking”.
According to her, adaptation to two work systems still causes conflict in the company’s systems.
“The biggest concern in the transition is to have 2 models, to work with two forms of investigation. The main pain we have is to find a system that understands this, how to integrate everything and makes a system understand that there are two forms of investigation,”, says.
It also says that the operating cost of implementing the reform is high, but they expect it to revert and be diluted over time. “What is expected is tax efficiency.”
The legal and tax manager of Conexis Brasil Digital, Guilherme Salles, says that this moment of implementation of the tax reform needs to be “Very well thought out” by the government so that it does not become a “Tax Carnival” Neither delay in the telecommunications sector.
“There is a complexity that deserves to be observed because if it is not well done, a new reform will be needed, or we will have the various economic segments trying to adapt to a tax carnival […] The reform needs to be very well thought out so that there is no delay in the implementation of telecommunications technologies in Brazil, ”he said.
What changes to the sector
- The reform represents a positive simplification by centralizing multiple taxes in 2: CBS and IBS;
- The sector was included as an essential service, so in the same rate of cashback of energy, natural gas and water and sewage – Devolution to the low -income population of 100% of CBS and 20% of IBS);
