The House of Representatives vote on this 4th (20.ago.2025) the PL (bill) which came to be known as “PL of adultization”. The text has measures for the protection of children and adolescents in digital environments, such as parental control and the creation of channels for allegations of abuse and violation. The project had its urgency On Tuesday (19th) and will be discussed in the General Commission, scheduled for 9am today. Then it goes to the vote on the merits of the proposal.
The theme gained prominence in Casa Baixa after influencer Felipe Bressanim, known as Felca, published a video which addresses the risks of early exposure of children on social networks.
Approved in the Senate at the end of 2024, the project, by the senator (MDB-SE), aims to ensure greater security, privacy and parental control in the use of digital products and services for minors, directly facing abusive and harmful practices in the online environment.
The text should still undergo changes this Wednesday before going to a vote in the House Plenary.

- Integral protection of children and adolescents in digital environments, ensuring privacy, security and respect for the best interest of the minor;
- liability of suppliers from preventing inappropriate use of digital products and services by children and adolescents;
- Prevention of harmful content such as sexual exploitation, violence, bullying, stimulating addictions, gambling and predatory advertising;
- default platform configuration in the most protective model possible in relation to privacy and data protection;
- Providing affordable parental control tools for parents and guardians, including limitation of time of use and blockage of unwanted content and contacts;
- Prohibition of the offer of Loot Boxes in electronic games aimed at children and adolescents;
- Sealing the use of perfilation and advertising directed to children, as well as techniques such as emotional analysis and augmented reality for these purposes;
- Creation of channels for allegations of abuse and violation of the rights of children and adolescents with communication to the competent authorities;
The proposal also proposes sanctions for non -compliance with the law, including fines and suspension of activities, with the allocation of the amounts collected to the National Fund for Children and Adolescents.
In addition, PL requires accounts for children on social networks to be linked to legal guardians to increase supervision and oblige providers to create channels for allegations of abusive content.
What is children’s adultization
The term refers to the exposure of children to behaviors, languages, fashions and responsibilities typical of adults, which can compromise their emotional and psychological development.
Experts warn of the risks of this practice, which often intensifies in the digital environment, with children imitating influencing behaviors or being encouraged to participate in inappropriate trends for their age group.
