The Youth Health Professionals Platform presented to the Minister of Health, Ana Paula Martins, a strategy to solve the sector’s problems and asks the government to assume the progressive implementation of measures between 2025 and 2028.
Nine representative entities have just launched the Motivation and Appreciation Plana strategic document that aims to respond to the structural challenges that affect thousands of young people who perform health functions in Portugal.
The plan was presented to the Minister of Health on the afternoon of Monday, at a scheduled meeting to discuss the priority proposals of the youth and professional sector.
The document identifies critical challenges such as Contractual precariousness, the absence of career progression, the alarming levels of stress and burnout and the growing emigration of qualified professionals.
In a statement sent to ZAP, A, which adds the nine entities, recalls that only 10% of young people are pleased with their working conditions and more than 60% report that their own personal and professional life.
“This plan is, first of all, a requirement of collective responsibility. Young health professionals continue to enter the system with a strong vocation and meaning of mission, but they quickly come across a scenario of devaluation and instability. We cannot continue to form talent to export or exhaust, ”explains Lucas Chambelrepresentative of the Youth Health Professionals Platform, cited in the statement.
Solutions organized on 5 axes
To respond to problems, the plan proposes solutions organized in five intervention axes:
- Careers, remuneration and contractual conditions;
- Strategic planning and human resources management;
- Continuous training and professional development;
- Well-being, mental health and conciliation of personal-professional life;
- Transdisciplinarity, innovation and participation.
“This document presents concrete solutions, realistic and based on evidence. We want it to be a turning point in the way the country takes care of those who take care. We believe that the Minister of Health will recognize this opportunity to commit to a new generation that is ready to build the future of NHS, ”he continues.
The document provides, among other measures, the Creation and reformulation of careers and wage grills, incentives for setting in needy areas with salary increase of at least 40% during the first five years of placement, creation of Burnout prevention programs and work promotionimplementation of a pilot project for the organization of more sustainable times and creation of transdisciplinary teams in the NHS.

“This plan is a call for attention and, above all, a proposal for concrete action to ensure a fairer, sustainable and more people -centered health system: professionals and users,” he concludes.
The platform reiterates its commitment to constructive dialogue and asks the government to assume the Progressive implementation of measurements between 2025 and 2028with the creation of a technical follow -up structure and a public panel of monitoring indicators.
