The recently graduated Federation between and worked directly to defeat the government (PT) in Congress and the command of CPMI (Mixed Parliamentary Commission of Inquiry) of the (National Institute of Social Security), which will investigate deviations in retirement and pensions.
According to four parliamentarians, sewing was led by PP presidents, Senator (PI), and União Brasil, Antonio Rueda, throughout Tuesday (19).
The two parties command four ministries, Caixa Econômica Federal and other state -owned companies, although their presidents declare themselves opposition to the government.
Initially, the president of would be Senator Omar Aziz (PSD-AM), with Deputy Ricardo Ayres (-to) of rapporteur. The first name was chosen by the President of, (União Brasil-AP), while the second is ally of the mayor (Republicans-PB).
The opposition, however, came to criticize the choices, because they did not signed the CPMI installation application and often return with the government. They sought the federation leaders in search of an agreement. The alliance between PP and União Brasil was formalized on Tuesday, and build a stronger right -wing candidacy.
A dinner was held between opposition and Ciro Nogueira members – which left the one to participate in this commitment.
At the same time, the leader of, Deputy Sostenes Cavalcante (RJ), met Senator Carlos Viana (Pot-MG) to organize the riot against the indications of the Congress summit.
It was decided that União Brasil and PP would vote in Viana to chair CPMI, and that he would indicate Deputy Alfredo Gaspar (União Brasil-AL) as rapporteur.
Gaspar was reported on the morning of Wednesday (20) by Rueda and the leader of União Brasil in the House, Deputy Pedro Lucas Fernandes (MA), who could keep the vacancy, and should therefore vote in Viana for the presidency.
The score ended in 17 votes for the opposition against 14 of the government base and part of the center.
Members of União Brasil and PP say they were not part of the agreement sewn by Motta and alcohubre to the CPI command, and so they acted to obtain protagonism for their own parties and to prevent the investigation from protecting the Lula government. They refute that they defeated the presidents of the House and Senate, and say the great loser was the petista.
This scenario also points to government difficulties in the continuity of the CPI, as two important parties to reach most votes on the commission were positioned along with the opposition.
União Brasil leader, Pedro Lucas Fernandes minimizes the change and says Gaspar was guided by the party to make a technical rapporteur, centered on seeking culprits for the breakdown in retirement and pensions. “The aim is not the government. The investigation will be technical, to protect the retirees,” he says.
Rueda said in a statement that the party “does not participate in any kind of underground agreement” and that Gaspar’s choice for the rapporteur “was given by his technical profile and the confidence that inspires the House.”
“Our commitment is to ensure a serious, independent and responsible investigation, without partisaning a theme that directly impacts the lives of millions of Brazilians. Any attempt to reduce this decision to a political calculation dismisses Parliament and the society itself that expects concrete results,” said the president of União Brasil.
Ciro Nogueira did not respond until the publication of this report.
