The BBC points out that, in addition to drug trafficking, the region also faces problems related to fuel smuggling, which generates billions of dollars a year for groups behind illegal activity. Still, Puebla and Tlaxcala are not states prone to the type of extreme violence of predominant cartels in other parts of Mexico. The beheaded heads were found in the midst of a great repression of the Mexican president, to fentanyl trafficking, but so far, the federal authorities have not commented on the deaths.
