At least 104 are requests for breach of confidentiality; Petistas want to summon Bolsonaro, while the opposition wants to hear Lula’s brother and ministers
The CPMI (Parliamentary Commission of Inquiry) of the INSS (National Institute of Social Security) has already received at least – some of them duplicated, which should extend the point to point vote – since the installation of the collegiate, on Wednesday (20.ago.2025).
The commission is responsible for investigating fraud and deviations for the benefits of the institute’s pensioners and retirees. The requirements need to be guided by the president of the board, (Somos-MG), and receive the approval of the commission. The first will be voted on 3rd (26.ago). In the survey were considered the requests filed until 21h (Brasília time) of Thursday (21.ago).
Of the 586, at least 104 requirements are requests for breach of secrecy, tax, fiscal or telephone – of entities or people linked to the fraud. One of them is against José Ferreira da Silva, Frei Chico.
The vice president of Sindnapi (National Union of Retirees, Pensioners and Elderly) is the brother of the president (PT). The organization is one of the entities investigated by the PF (Federal Police) for alleged undue discounts on retirees’ paychecks.
There are also applications to convene ministers of the petista, such as Jorge Messias (Attorney General of the Union), Vinícius de Carvalho (CGU) and Ricardo Lewandowski (Justice), Carlos Lupi (former Minister of Social Security). Like former INSS presidents Alessandro Stefanutto, Gilberto Waller and André Paulo Felix Fidelis.
Former President Jair Bolsonaro (PL) is also on the list. Deputy Rogério Correia (PT-MG) filed a request for the former Mandant to depose in the commission.
Of the total, more than half were filed by only 1 senator. Izalci Lucas (PL-DF) passed the recess elaborating the 304 requirements. The pocketist corresponds to 51.8% of all filed requests.
The opposition debacted the Omar Aziz (PSD-AM) government ally and entered Carlos Viana (Somos-MG) for the presidency of CPMI. Alfredo Gaspar (União Brasil-AL) will be the rapporteur.
Until the morning before the commission was installed, the government had already ended the matter. He was caught by surprise by an opposition articulation that will try to explore the space to weaken Lula management in a pre-election year.
Operation “No Discount”
The PF launched on April 23, 2025 the operation without discount to investigate an INDURED DISCOUNTS DISCOUNTS and INSS pensions. The operation fulfilled 211 search and seizure court orders and 6 temporary arrest warrants in the Federal District and 13 states.
According to the PF, the investigation identified the existence of irregularities related to the discounts of associative monthly payments applied to social security benefits, especially retirement and pensions, granted by the INSS.
The government reported that by 2023 the CGU (Comptroller General of the Union) began a series of findings on the increase in the number of entities and discounted values of retirees.
From this process, audits were made in 29 entities that had ACTs (technical cooperation agreements) with the INSS. There were also interviews with 1,300 retirees who had payroll discounts.
