After approving the urgency on Thursday, the House of Representatives should vote on the merits of the bill that expands the exemption of income tax to those who earn up to $ 5,000 in the first half of September. The forecast was confirmed by allies close to the president of the house, Hugo Motta (Republicans-PB).
At the ruling base, deputies had been claiming that the bill was voted next week, still in August, to prevent the repercussion around former President Jair Bolsonaro-also scheduled for September-could delay the processing of the proposal, government priority in Congress.
“It has to be next week, before Bolsonaro’s trial. When the trial begins, supporters can do some reaction here,” said PT leader, Deputy Lindbergh Farias (RJ).

Like him, other base members made the same claim throughout this Thursday. Despite the pressures, Motta has indicated that he does not intend to anticipate the vote, which should occur more calmly.
The argument is that the definition of the calendar needs to allow negotiations around text adjustments. For the mayor’s allies, the coincidence with Bolsonaro’s trial should not make the vote unfeasible, but parliamentarians are resurrently admitting that the political climate can reduce the space of debate on the subject.
The income tax project is considered a priority by the government, which bets on changes in the exemption table and the collection structure to reinforce the consumer power of the middle class and low -income workers, as well as being a campaign promise by President Luiz Inacio Lula da Silva (PT).

The urgency of the proposal was approved on Thursday, paving the way for the vote to occur directly in plenary, without going through the commissions. The proposal benefits about ten million Brazilians who will no longer pay the tax if the text is approved.
The project expands the income tax exemption range for those who earn up to $ 5,000 per month. Today, they are exempt from the payment of IR who earns up to two minimum wages this year, the equivalent of R $ 3,036.
The proposal also provides for a partial discount for those with income between $ 5,000 and $ 7,350.

To compensate for the loss of revenue, the proposal creates a minimum income tax with a progressive rate of up to 10% income over $ 600,000 per year.
