Senator appears at the head of Paulo Martins, Enio Verri and Guto Silva, who are technically tied
Senator Sergio Moro (União-PR) leads the race to the Government of Paraná to 2026 with 38% of voting intentions, according to Genial Survey/Quaest released on Friday (22.ago.2025). The former Lava Jato judge has 30 percentage points over the 2nd place, Paulo Eduardo Martins (Novo), which records 8%. Following are Enio Verri (PT), with 7%, and Guto Silva (PSD), with 6%. The survey indicates that 13% of voters are undecided and 28% say they would vote blank, null and null and not attend the polls. The survey interviewed 1,104 voters from Paraná aged 16 or over 13.2025 to 17.2025, with a margin of 3 percentage points and confidence level of 95%.
The survey shows that Moro has better performance among men (41%) than among women (35%) and grows as the electorate age increases: 26% among 16 to 30 years old, 41% in the 31-50 range and 43% among voters over 51 years. As for education, Moro has more strength among voters with less formal instruction (41% in elementary school), falling to 38% among people with high school and 33% among those who have higher education.
In income segmentation, the former judge records 31% among those who earn up to 2 minimum wages, rising to 40% in the range of 2 to 5 salaries and 38% among those who receive more than 5 minimum wages. The Union Brazil candidate has a similar performance between Catholics (41%) and evangelicals (43%).
Moro leads with time off (44%) among voters who positively evaluate the state government. Among those who consider the management “regular”, the senator drops to 28%, but still maintains the lead. Already among those who disapprove of the Government Ratinho Junior, Enio Verri (PT) takes the lead with 23%, while Moro retreats to 13%.
Government evaluation
The current governor Ratinho Junior (PSD) reached 84% approval, his best index since April 2024, when he registered 79%. The disapproval fell from 17% to 12% in the same period. The best evaluated areas of the state government are employment and income (64%positive approval), education (62%) and infrastructure and mobility (62%). The sectors with less favorable evaluation are health and social policies, both with 47% positive approval.
The survey shows that 70% of Paraná believe that Ratinho Junior deserves to elect the successor to indicate, against 24% who disagree. The indication approval rate grew compared to February 2025, when it was 67%.
