Launched him on Thursday (21) the first phase of the program focused on families in socially vulnerable situations. In all, 44 municipalities of the metropolitan regions of São Paulo, Campinas, Sorocaba and Baixada Santista confirmed adhesion to the initiative. According to the Secretariat of Social Development, the choice of cities took into account indicators such as poverty concentration, local Gross Domestic Product (GDP) and occupancy rate. The program, compared to Bolsa Familia, is considered one of the flagships of the Tarcísio de Freitas administration.

To participate, the municipalities must publish municipal decrees by assuming the commitment to strengthen the socio -assistance network and connect families benefited to public services. The program foresees monitoring of about 105 thousand families by 2026, from the Single Registry (). The target audience is formed by families with per capita income less than half a national minimum wage (R $ 759, in values of 2025), with updated registration in the system.

The initial budget is R $ 500 million, being R $ 110 million allocated in this first phase to the co -finance of municipal actions. Resources may be applied in the maintenance or expansion of services such as Social Assistance Reference Centers (CRAS), Specialized Reference Centers (CREAS), Living Services, Home Care, among others.

In addition to transfers, municipalities will have access to technical training, computerized management systems and institutional support for actions. Families will be accompanied for up to two years – with the possibility of extending six months – by social teams that will develop individual plans. Predicted measures include financial aid, professional training, bonuses for goals met and support for insertion in the labor market.

The first 150 program agents should start activities in September, after training in partnership with the Getulio Vargas Foundation (FGV). They will work on three fronts: social protection (with access to health, housing and food programs), professional qualification and encouragement to entrepreneurship.
