Izalci Lucas (PL-DF) says he used the recess to draft orders and summoned Frei Chico, brother of President Lula, to testify
The Senator (PL-DF) is the champion of requests at the CPI (Parliamentary Commission of Inquiry) of the INSS. He filed 324 of the 740 requests for information submitted to the commission until the last Friday (23.ago.2025).
By profession, the senator is an auditor of accounts and claims to know the operation of unions and associations. Izalci said he used the legislative recess to study the theme at home. He claims to have mapped all the companies mentioned in the investigations. He did organograms, identified people linked to the entities, and then filed individual requirements for each of them.
“I doubt someone will make a request that I have already made. This CPI has the need and duty to explain to Brazilians who robbed the INSS coffers, harming retirees from all over the country and leaving the whole society account”, He told the Poder360.
Among his requirements is already the summons of José Ferreira da Silva, known as Friar Chico, brother of the president (PT). Since June 2023, he has been vice-president of Sindinapi (National Union of Retirees, Pensioners and Elderly). The entity is the target of an investigation by the Federal Police for alleged undue discounts on retirees paychecks.
“How did a group that raised less than $ 20 million goes to over $ 150 million? This has to be explained”Said Izalci in reference to the union.
What is the INSS CPI?
The commission is responsible for investigating fraud and deviations for the benefits of the institute’s pensioners and retirees. The requirements need to be guided by the president of the board, (Somos-MG), and receive the approval of the commission. The first will be voted on 3rd (26.ago). In the survey were considered the requests filed until 10h01 (Brasília time) of this Friday (22.ago).
Of the 743 requirements, at least 318 are requests for breach of secrecy, fiscal or telephone – of entities or people linked to the fraud.
There are requirements to summon ministers and former ministers of Lula, such as:
- Jorge Messias (Attorney General of the Union);
- Vinícius de Carvalho (CGU);
- Ricardo Lewandowski (Justice);
- Carlos Lupi (former Minister of Social Security).
Former INSS presidents Alessandro Stefanutto, Gilberto Waller and André Paulo Felix Fidelis are also targeted by requests.
The former president (PL) is on the list. The deputy (PT-MG) filed a request for the former Mandant to depose in the commission.
CPI members
The President of the Congress (Brazil-AP Union), installed on Wednesday (20.ago.2025) CPMI (Mixed Parliamentary Commission of Inquiry) to investigate fraud in the INSS (National Institute of Social Security). The collegiate consists of 16 deputies and 16 starting senators, from different political parties, distributed proportionally to the size of the bench in the house.
The CPI will be commanded by the Senator (Somos-MG). The definition for the president (PT). Already the rapporteur will be with (União Brasil-AL). The mayor, (Republicans-PB), for the rapporteur.
