Dino determines inquiry to investigate R $ 694 mi of “pix amendments”

Minister Flávio Dino, of the Supreme Court (STF), ordered on Sunday (24) the opening of a new inquiry by the PF (Federal Police) to investigate the destination of R $ 694 million in resources of individual parliamentary amendments of special transfer, known as “pix amendments”.

The amount represents the sum of amendments directed between 2020 and 2024 and who did not have the registered work plans. For Dino, the absence of detail of the use of appeals constitutes non -compliance with a previous court decision.

The minister set a period of ten business days for the TCU (Federal Court of Audit) to identify the individual amendments related to the 964 unregistered work plans and send the information to each PF Superintendence, for the installation of police investigation.

He established that the total amount of R $ 694,695,726.00 of the amendments must be individualized by state.

In early July, on the determination of the compulsory register of work plans. Before, in March, there were 6,760 unregistered work plans. According to the agency, until July 30, there were still 964 unregistered plans.

Health Amendments

In Sunday’s decision, Dino ordered the sending of a letter to the Minister of Health, Alexandre Padilha, so that “the constitutional limit is strictly observed.” He stressed that the rapporteur amendments can only be used for the correction of errors and omissions and “what does not fit this objective concept cannot be executed.”

Moriá Association

Flávio Dino also determined that the CGU (Comptroller General of the Union) performs, within ten business days, an audit in the “integrality” of amendments to the Moriá Association, from 2022 to 2024. He determined the priority of analysis of agreements signed with the Ministry of Health.

The Federal District entity was the target of and CGU in July for alleged irregularities in the execution of about R $ 15 million in resources of parliamentary amendments involving the Ministry of Sport.

Dino’s decision pointed out that the entity has already been the target of an authorship that identified that there were instruments signed with the Ministries of Sport, Health, Culture and Women. The suggestion of a new audit, including other instruments not yet analyzed, was made by CGU itself, which estimates the delivery of the final report until December 31.

Work plan

In the decision, Dino also stated that the work plan for the traceability of the amendments, prepared by the Executive and Legislative Powers, “is in adequate execution at this time”. The plan was approved by the minister on February 26 after months of negotiations on resource transparency rules.

For the continuity of the plan, Dino determined that until November 30, 2025 the powers provide updated information on the fulfillment of each of their expected axes.
